Carlsbad Arts Commission
March 4, 2004
Carlsbad Council Chambers
Present: Commissioners Shaw, Hill, Francis, Lignante
Commissioner Pynes arrived at 9:20 am.
Absent: Commissioner Rutledge
Chair Hill called the Meeting to Order at 9:00 am.
Minutes For Approval
On motion by Commissioner Francis, the Minutes of February 5, 2004 were approved.
New Business
Election of Chair
On motion of Commissioner Lignante, Commissioner Hill was unanimously approved as Chair.
Election of Vice-Chair
On motion of Commissioner Lignante, Commissioner Shaw was unanimously approved as Vice-Chair.
Discussion of City of Carlsbad's Public Opinion Survey Report
Joe Garuba, Management Analyst with the City Manager's office, gave a brief report to the Arts
Commission on the survey. Chair Hill asked if a sense of different reactions was felt between older
Carlsbad residents versus newer residents. Mr. Garuba replied, older residents by age and number of
years lived here, gave the City higher marks. Commissioner Shaw asked if there is a benefit to asking
more in-depth questions in the survey. How does the City know if it should research particular areas
further? Mr. Garuba responded it is always important to ask the users of various city services. Peter
Gordon stated he would like to see "participation" information. Mr. Garuba said user questions are
asked of park and recreation facilities. Chair Hill stated that looking at surveys from year-to-year, "we"
are improving. He further suggested that the Commission put this item on its workshop agenda.
Mr. Hill is concerned about the "perception" of Carlsbad residents with regard to arts programming
participation. Commissioner Shaw stated she thought it could be that although people "value the art,"
they do not necessarily participate; however, they know it's there. Chair Hill felt there are two different
approaches to review poor ratings received. He further stated that arts activities not well publicized
play into "perception." Commissioner Pynes states she agreed that awareness is an issue of concern.
Mr. Garuba responded there is a link between communication and service. Because of the promotion
of activities in San Diego, there may be comparisons made by residents. Chair Hill replied this area
might be what we need to target in a new survey. Commissioner Francis asked what we are getting
out of publicity. Chair Hill also stated that a Civic Center complex and amphitheatre received high
marks by residents. Commissioner Francis would like to tie in an amphitheatre with Council Member
Finnila's focus on arts education.
Public Comment
Resident Marie Studer asked the Commission if there were funds for public art. Mr. Gordon
responded the City has a 1% public art program. Ms. Studer wanted to know if artwork could be built
and donated to the City for placement along the seawall. Commissioner Pynes replied the seawall is
under jurisdiction of the State and residents in that area have stated they are not interested in seeing
any artwork placed along the beach. Ms. Studer further asked if the City was interested in conducting
a banner competition. Commissioner Pynes responded while this was a good idea, the City has a very
restricted sign ordinance. Commissioner Shaw asked the Arts Manager to inform Ms. Studer how
she can become involved with the City's various arts programs.
Old Business
Multi-Cultural Festival
Peter Gordon provided the Commission with a brief synopsis of the handout listing the various
performances of this year's festival.
Commission Reports
Chair's Report
Chair Hill reported the Council was looking at a number of potential candidates to fill the upcoming
vacancies on the Arts Commission. Several have attended the Citizens' Academy.
Manager's Report
Peter Gordon reported artist-in-residence, Todd Green will be in Carlsbad from March 8 through March
10. He is here through a TourWest grant from the Western States Arts Federation (WESTAF) and his
March 10 performance at the Schulman Auditorium kicks off the Multi-Cultural Festival. Family Open
Studio held in February was very successful. Staff is currently working on the 2004-2005 budget and
goals. Sister City Futtsu, will be sending a student delegation to Carlsbad at the end of this month for
a week. Ms. Teresa Cannon donated $10,000 to the Carlsbad Library Foundation for arts education
programming at the Gallery.
Arts Education
Commissioner Pynes reported the last meeting for the school year of the Arts Education Committee
will take place in April. The Arts Commission requested it be sent copies of Artsbrag.
Gallery Report
Commissioner Lignante had no report.
Arts Associates Report
The Arts Associates met on February 9. The City's Volunteer Coordinator, Sue Irey, spoke to the Board
about volunteering. Membership is down and the Board is currently developing plans to garner new
members. The Board also approved the purchase often catalogues for the Painted Saws exhibit.
The meeting adjourned at 10:05 am.

"BY KIDS FOR KIDS" CARLSBAD MULTICULTURAL ARTS FESTIVAL RETURNS
FOR ELEVENTH SEASON OF FREE PERFORMANCES
The eleventh annual Multicultural Arts Festival performed "By Kids For Kids" high steps into
Carlsbad from March llth through 13th in a colorful swirl of kilts, kimonos and ceremonial shields.
The Multicultural Arts Festival presents dance, music, and storytelling from the Americas, Africa,
Asia and Europe in locations all over Carlsbad. And every event is free! The Festival is presented
by the Carlsbad Library Children's Services and Cultural Arts Office and sponsored by support from
Friends of the Carlsbad Library, Carlsbad Arts Associates and the Carlsbad Sister City Committee.
The 2004 Multicultural Arts Festival takes place Thursday, March 11th through Saturday,
March 13th, with a free Kick-Off Concert by visiting artist Todd Green on Wednesday evening.
Green's free performance on traditional instruments from around the world is the perfect
introduction to three days of native dances, ethnic music, folk tales, and puppetry.
Festival audiences will see Celtic, Native American and Brazilian tribal dance. Icarus Puppets
present the Japanese folktale 'The Crane's Story." Musical programs include Anthony Ackee's
Caribbean-based "One Family" and the Kanerova Czech Children's Chorus. Language-based
programs include Carlsbad Youth Theatre's "Poetry from Many Lands" with music and movement,
Native America Abel Silvas as Running Grunion, and storyteller Linda Whiteside at the Cole Kids'
Club. The Centra de Informacion hosts a Japanese origami (paper folding) workshop. The Festival
also showcases the local dance teams XCALIBUR from Carlsbad High School and JIGSAW from
La Costa Canyon High School and the Ranch Buena Vista High School Ballet Folklorico.
Thursday's "Sister Cities Day" programs take place in local schools. On Friday, programs open
to the public include morning performances at both the Carlsbad Cultural Arts Center, 3557 Monroe
Street, and the Harding Community Center, 3096 Harding Street, and a 3 pm origami workshop at

the Centre de Information, 3333 Harding Street. On Saturday, programs will occur continuously
from 10 am until 2 pm at the Dove Library, 1775 Dove Lane at El Camino Real, South Carlsbad,
and at the Cole Library, 1250 Carlsbad Village Drive, North Carlsbad. For more information on the
