Carlsbad Arts Commission
August 5, 2004
Carlsbad Council Chambers
Present: Commissioners Hill, Francis, Iserloth and Okamoto
Absent: Commissioner Rutledge, Shaw, and Juncal
Chair Hill called the Meeting to Order at 9:00 am.
Minutes For Approval
On motion by Commissioner Francis, the Minutes of May 6,2004 were approved.
Commissioner Okamoto requested amending the July 1 Minutes to spell his name correctly and delete that
he sent emails to all Commissioners.
On motion by Commissioner Iserloth, the Minutes of July 1, 2004 were approved as amended.
New Business
Presentation of ArtSplash Event
Co-Chairs Joni Miringoff and Carla Noble gave a presentation to the Commission on the September 25-26,
2004 event. They noted there would be "many hands-on" activities for families with an emphasis focused
on children. Sandcastle art will be a new feature as well as a mural depicting Carlsbad landmarks. A main
stage, food vendors, fine art demonstrations, and up to 6O juried chalk artists will be participating.
Presentation of Public Artwork Design Concept for Alga Norte Park
Project Manager John Cahill from the Recreation Department gave the Commission a brief overview of the
park's design, stating it is one of the largest parks in Carlsbad. The park will be located at Alicante and
Poinsettia Avenues in the Southeast portion of the City. There are two major art components to the park.
One is the City's one percent for public art program and the other is a revenue-generating art component.
John introduced artist Paul Hobson and Monica Mroz from Wimmer, Yamada & Caughey, architects of the
project.
Paul Hobson provided the Commission with a handout that explained where the artworks would be located
and what the artworks were made of (attached). This handout also defined the concept for the revenue-
generating artwork -- where they would be located and their materials. Commissioners asked if the
costs/donation amounts had been determined for the revenue-generated art. Mr. Cahill replied that at this
time, staff is still working on those details and will take this matter before Council in the near future.
Mr. Cahill further explained that staff if hoping for a summer 2005 construction start with a park opening
in spring/summer of 2007.
Commissioner Iserloth motioned the Commission approve the design concept for the public artwork for
Alga Norte Park and requested staff to place the concept on display for public comment.

Appointment to Fire Station No. 6 Public Art Committee
Peter Gordon explained that Fire Station No. 6, located off of Rancho Santa Fe Road and Cadencia Street
in the Southeast portion of the City, is going to be constructed within the next year. One percent of the
project's costs has been set aside for public art. Project staff is requesting an artist be hired to create
artwork in the design phase. Because the budget is limited ($20,000), staff is recommending a Request
For Qualifications be sent to five artists with appropriate experience to make presentations to the
Committee.
Chair Hill appointed Commissioner Okamoto to represent the Commission.
Old Business
Arts Commission Workshop
Mr. Gordon informed the Commission that he and Chair Hill will be meeting with proposed facilitator Jim
Boylan to discuss the agenda. Chair Hill also stated he wanted to wait until early fall with the hopes that
Council will have appointed a new Commissioner before holding the workshop.

Information Item
Chair Hill passed out the Brown Act to all Commissioners and asked each to review the packet. The Arts
Commission falls under the regulations of the Brown Act. Any questions and concerns can be made to
staff to place on the workshop agenda for discussion.
Committee Reports
The Arts Associates will be holding a Board retreat in November.
The meeting adjourned at 8:59 am.

Administrative Details
Timetable and Participants: To be held in April 2004, after new commissioners are designated.
Recent former commissioners and selected early years commissioners would also be invited.
Facilitator: Jim Boylan, special management consultant to the City
Purpose: to help current commissioners understand the purpose of the Arts Commission, its role
as an advisory committee to the City Council, and its relationship to the Arts Office.

1. What does Section 2.18.020 of the Arts Ordinance mean in practical terms with respect to
the current responsibilities and duties of the Arts Commissioners?
2. How does the Arts Commission carry out, in practical terms, its "powers" as described in
Section 2.18.100? (listed on page 2)
3. What is the Arts Commission's role in relation to City Council? What is the Arts
Commission's role in relation to the Arts Office?
4. What has the Arts Commission done in the past that it no longer does? What does the
Arts Commission do now that it didn't do in the past? What new activities, roles, or
responsibilities should the Arts Commission be taking on now?
5. What is the Arts Commission's role in planning for future cultural facilities for the city?
