Carlsbad Arts Commission
October 7, 2004
Carlsbad Council Chambers
Present: Commissioners Hill, Francis, Iserloth, Juncal, Shaw, and Okamoto
Chair Hill called the Meeting to Order at 8:00 am.
Minutes For Approval
The Minutes from the September meeting were tabled. Staff distributed the wrong Minutes.
New Business
Report from Carlsbad Arts Associates on TGIF Jazz
Board Member Sandy Guendart reported it was a very successful year for the Associates. The group
raised over $28,000, resulting in a profit of $25,000. This year’s jazz t-shirts and table-in-a-bag sold out.
Report on Artsplash
The item is tabled until Co-Chair Joni Miringoff could be present to provide the report. The Commissioners
who were able to attend the weekend event gave positive comments and noted an increase in attendance.
Arts Office’s Connecting Community Place and Spirit Meetings/3-Yr Strategic Plan
Peter Gordon read an original cover memo on the City’s CCPS strategy. City Council suggested the Arts
Office also conduct these types of meetings with the community directly focusing on the arts.
Mr. Gordon further explained that data gathered from the meetings will be developed into guiding
principals and will also feed directly into the Arts Office’s 3-Year Strategic Plan.
Commissioner Shaw asked about the outcome of the meetings. Chair Hill stated he sees it [the meetings]
as an opportunity for the Commission to participate as it was intended.
Mr. Gordon provided the Commission with a brief outline of the process:
- staff will hold sessions with various commissions and committees
- staff will develop a situation analysis
- staff will review the data gathered
- staff will gather CCPS input
- staff will analyze the data and write the 1st draft
- community will have a chance to respond
- staff will write succeeding drafts
- final report will be provided to the Library Director and MSA Director by mid-June 2006
The Arts Commission agreed to take time at its November meeting to hold a “brainstorm” session on this
project.
Approval of Artist for Fire Station No. 6
Peter Gordon explained the purpose of Fire Station No. 6 to the Commission. $20,000 has been allotted
for public art. On September 1, 2004, four artists were interviewed. San Diego artist Christopher Lee was
selected to work with the design team to create artwork that integrates into the project. Mr. Lee was
previously selected to design/implement artwork for the public works building, which has been placed on
indefinite hold.
The Arts Commission unanimously approved the selection of Christopher Lee to create artwork for Fire
Station No. 6.
Old Business
Outreach to Area Arts Commissions
Commission Shaw reported that she contacted various commissions in North County – Solana Beach,
Oceanside, Vista, Encinitas and Escondido. All are interested in meeting if we hold the meeting. However,
Commissioner Shaw questions the timing of the outreach in light of the work taking place on the strategic
plan. She requested this item be placed on the agenda again in January for the Commission to discuss.
She also asked if the Arts Office has budgeted for such an event. Ms. Shaw suggested that perhaps this
might be a project for a regional arts advocacy group. Chair Hill stated he felt it was important for the
Commission to know what other communities are doing in the field of arts.
Commission Workshop
Chair Hill reported that Arts Commission workshop with Council is on hold. The City Council has
determined it needs to have its own workshop on the role of its Commissions first.

Committee Reports
Chair’s Report
Chair Hill reminded Arts Commissioners about the upcoming Boards and Commissions dinner. October is
National Arts and Humanities month.
Commissioner Juncal represented the Commission at a Council Meeting accepting a Proclamation by the
Mayor declaring October as Arts and Humanities month.
Manager’s Report
Peter Gordon reminded the Commission of the second part of the Film Fest taking place October 16 and
17. The Beast and Bones exhibit is extended through November 19. Folk Life Day (Family Open Studio)
takes place on October 30. The deadline for Community Arts Grants for 2005 is October 25. The Arts
Office received an IMLS grant award of $17,100 for the three-part-art program.
Arts Education Report
Commissioner Francis reported the Arts Education Committee will be meeting October 13. The Plein Air
brunch event, whose proceeds benefit the three-part-art program, is “sold out.”
