Carlsbad Arts Commission
December 2, 2004

Present: Commissioners Hill, Iserloth, Juncal and Okamoto
Absent: Commissioners Francis, Shaw, Carrillo
Chair Hill called the Meeting to Order at 8:00 am.
Minutes For Approval
Commissioner Okamoto requested amending the August Minutes to note the change in the meeting start
time. He further requested amending the September minutes to add the names of Commissioners
present/absent.
On Motion by Commissioner Iserloth, the Commission approved the Minutes of August, September, and
October.
New Business
2005 Community Arts Grant Funding Recommendation
Commissioner Juncal presented the panel's recommendations. Mr. Gordon informed the Commission he
would like to increase the Commission's participation in this process. Community Arts Coordinator Colleen
Finnegan and Mr. Gordon will work with the Arts Commission to develop a process to attend and review
programs awarded by the City. Colleen Finnegan complimented the panel on the work it accomplished
during this year's review, noting the professional variety of arts representation. There were twice as many
grant requests as there was funding available.
On Motion by Commissioner Juncal the Commission approved funding the panel's recommendations in the
Arts Education category.
On Motion by Commissioner Okamoto the Commission approved funding the panel's recommendations in
the Organizations/Artists Partnership category.
Community Meetings for Artists
Mr. Gordon passed out the leaflet announcing the upcoming community meetings. Mr. Gordon stated he
would like to have Commissioners attend the meetings and participate as facilitators and/or recorders.
Chair Hill reminded the Commission that this process would help expand the Commission's role, but
comes with a time commitment.
Local Artist and Cultural Resources Presentations
Chair Hill asked Commissioners to assist him in creating an education process by suggesting local artists
with a wide variety of art representation attend future Commission meetings to present their art. He
explained he would like to see 8-10 presentations a year, feeling this will enable the Commission to
understand "What the art is in the Carlsbad area." He further feels this is something that could influence
art in Carlsbad in the future.
January Commission Meeting
The Commission will hold it's January 6, 2005 meeting in the Arts Office Conference Room.

Committee Reports
Chair Hill reported the Volunteer reception was an enjoyable evening. He suggested Commissioner's log
on to the City's CCPS website. He further stated this was important - the City is going forward with
concepts from these workshops and the Arts Commission has a role in understanding what the
opportunities for culture are in the City.
Manager's Report
Peter Gordon reported on the Volunteer reception and reminded Commissioners to stop by and pick up
their gift at the office. The Beast and Bones exhibit broke all attendance records. Over 8,000 visitors
attended the exhibit (not counting the arts education programming). The 2004 Invitational exhibit opens
December 5, with a reception on December 4. Family Open Studio in coordination with this exhibit will
take place on Saturday, December 11. The contract for public art at Aviara Community Park with artists
Richard Keely and Anna O'Cain was amended and approved by City Council. The delay of constructing the
community center caused the contract to be amended. The Guardian Lions at Poinsettia Park were
recently returned to the Niki Foundation at its request. The Carlsbad Arts Associates is changing it's name
to Carlsbad Friends of the Arts. The Associates' annual meeting will take place before the next gallery
reception (Victor Raphael: Space Fields) on January 22 at 3 pm in the Schulman Auditorium. The artist will
give a lecture at 4 pm and the reception takes place from 5-7 pm. A brochure for the Sculpture Garden
exhibit, Backyard: Kenneth Capps has just been completed. The prospectus has been mailed for the
Juried Biennial exhibit - deadline is January 12.

ABOUT THE ARTS IN CARLSBAD
This January, the Cultural Arts Office will hold a series of community meetings about the arts here
in Carlsbad. And we hope you will join us for a free-flowing, brainstorming discussion. We want to
know what you think and what you need as we plan our arts programs and services for the coming
years.
• How can the Arts Office promote the arts better in our community?
• What kinds of programs should we be doing? Not doing?
• What does the arts community need over the course of the next five or ten years?
• What kinds of services can the Arts Office provide you as an artist? As an arts
administrator? As an arts consumer and supporter?
These are just a few of the questions you might ask yourself to prepare for the meetings. (And jot
those ideas down so you don't forget them!) Then come to one - or all - of the meetings
scheduled throughout the community. Staff from the Arts Office and representatives from the Arts
Commission and the Arts Associates will lead the discussions groups. And of course, there will be
refreshments. (The Arts Office always has good refreshments!!)
So join us!! It's not necessary to RSVP, but it would help us in our planning. Call 434-2902 and just
leave your name and what night(s) you plan to attend.
All Meetings are from 6 - 7:30 pm. There's plenty of parking at all sites.

1) CALAVERA HELLS ELEMENTARY SCHOOL - Continuation of a self-supporting
after-school Theatre Club for as many students as possible (up to 100 in Spring 2005)
culminating in a 3-performance production.
REQUEST: $1,000 RANK: 6 RECOMMENDATION: 75% $750
2) CARLSBAD HIGH SCHOOL DRAMA CLUB Support for choreographer's fee
Annual musical production twelve-week rehearsal program with 40 high school students.

3) CHS-ELL PROGRAM - Storytelling project for English Language Learners, using
exposure to the arts and a residency by a storyteller and culminating in a storytelling
performance in English by the students

Support for a movement and storytelling project emphasizing children's literature
classics, student poetry and dance crafted on words.

5) PACIFIC RIM ELEMENTARY SCHOOL Support for 12-week in-class and after-
school theater program for 3rd through 5th graders culminating in 3 performances of a
play to be determined.

6) ST. PATRICK SCHOOL/PLAYWRIGHTS PROJECTS Support for an 8-week
playwriting program for students, culminating in two performances of students' short
plays by professional actors. Teachers will receive two training workshops and take part
in classroom sessions as part of the project.

7) LCC HIGH SCHOOL DANCE PROGRAM - Dance education residency by Mojalet
Dance Collective for two 4-day sessions over Presidents Day break and summer for La

performance at the Spring Middle Schools Band Concerts.

9) NORTH COAST REPERTORY THEATRE/EL CAMINO CREEK ELEM. SCHOOL
A six-week drama residency at El Camino Creek School with classes during the school
day for 4th or 5th graders culminating in attendance at The Theatre School's spring
production of The Phantom Tollbooth and follow-up discussion.

10) BUENA VISTA ELEMENTARY SCHOOL - Support for "Doorways to Education,"
artist-led mural project to design and paint murals on all BV classroom doors, involving
the entire student body.

PLAYWRIGHTS PROJECT - Residency at Calavera Hills Middle School
Two seventh grade classes (including Special Ed. students) will participate in Write On!
exploration of theatre as playwrights, culminating in two performances of students' short
plays by professional actors.
