Carlsbad Arts Commission
January 6, 2005
Present: Commissioners Hill, Francis, Iserloth, Okamoto, Juncal
Commissioner Shaw arrived at 8:13 am.
Commissioner Carrillo arrived at 8:20 am.
Chair Hill called the Meeting to Order at 8:00 am.
Minutes For Approval
On motion by Commissioner Iserloth, the Minutes of December 2004 were approved.
New Business
Chair Hill informed the Commission he was presenting Item No. Ill first on the Agenda.
Presentation bvSan Dieguito Performing Arts Association
Representing SDPAA were Libby Scott and Jeff Brooks, who gave a brief history of SDPAA and
explained its mission.
Arts Commission Representation at Arts Associates Meetings
Chair Hill reported that the President of the Carlsbad Arts Associates is proposing to change the
current role of the Arts Commissioner appointed to this organization from "ex-officio" to "observer." It
is unclear whether the entire Arts Associates Board is in agreement with this proposal. After much
discussion, the Commissioners were concerned about the change stating they saw the Commission
representative as a liaison to exchange information. The Commissioners also wanted further
clarification on why this change is being made. Chair Hill stated he would discuss this issue again with
the Arts Associates President and return to the Commission with the information.
Community Arts Grants
Chair Hill urged Commissions to attend performances of those organizations who received awards and
report back to the Commission on these activities. He further invited Commissioners to review the list
(in agenda packet). Mr. Gordon asked the Commission to let him know which group(s) each of them
would like to "audit." Commissioner Okamoto asked if a calendar of the upcoming events could be
made available at the next meeting. Feedback to the Commission on the grantee 's events will be
treated informally.
Roles and Responsibilities of Arts Commissioners
Chair Hill stated he saw the Arts Commission meetings as a way to inform and become knowledgeable
about arts and culture in the City. Commissioner Shaw stated she would like the Commission to
become more involved in advocacy in support of the arts at the Federal, State and local level. Chair
Hill asked for further explanation. Ms. Shaw replied that having a Commission representative act as a
liaison to report to the Commission on upcoming legislation and becoming a member of an
organization such as the California Association of Local Arts Agencies.

Commission Reports
Chair's Report
Chair Hill announced he is changing the "Chair's Report" to "Commissioners' Reports."
Manager's Report
Peter Gordon reported the 2004 Invitation Exhibition closes Friday, January 14. The Victor Raphael:
Space Fields exhibition opens on January 22. The reception will be held from 5-7 pm. The artist will
give a lecture in the Schulman Auditorium at 4 pm. The Arts Associates will hold its annual meeting at
3 pm. The deadline for the Juried Biennial is January 12. Opera lectures begin on January 29 at 10
am. The opera caravan with the San Diego Opera is very popular. Mr. Gordon handed out a roster of
Commissioners attending the upcoming community arts meetings. He stated staff was compiling data
from the brainstorming sessions. Mr. Gordon also gave Commissioners a handout that contained
brief biographies on each Commissioner to review. This handout would be incorporated into a grant
application the Arts Office was preparing.
The meeting adjourned at 9:55 am.
