Carlsbad Arts Commission
March 3, 2005
Carlsbad Council Chambers
Commissioners Present: Rita Francis, Barbara Iserloth, Gary Hill, Ron Juncal,
Felicia Shaw, Kelvin Okamoto, Fran Carrillo
Chair Hill called The Meeting to Order at 8:00 a.m.
Minutes
Commissioner Okamoto requested the February Minutes be amended to show that he also
signed up to attend the Carlsbad Music Festival. Commissioner Francis requested the
Minutes be amended to show she signed up to attend a production of New Village Arts.
She further requested the January Minutes reflect that because of the Arts In Education
Committee inviting representative Nick Reveles from the San Diego Opera to speak
about its outreach programs, the Arts Coordinator for the Carlsbad School District
contacted the San Diego Opera and facilitated several Carlsbad elementary schools to
receive the San Diego Opera's Opera For Kids.. .By Kids program free of charge.
Commissioner Carrillo requested the Minutes be amended to show she signed up for
NAMM.
Commissioner Shaw motioned the Minutes of February and January be amended and
approved. The Arts Commission unanimously approved the amended Minutes.
Presentation by Susan Gutierrez of the Historic Preservation Commission
Ms. Gutierrez provided the Arts Commission with a background of the art contest for
third grade students that included a walking tour of Carlsbad Historical sites. The
Historic Preservation Commission is requesting assistance from the Arts Commission to
judge the artworks submitted, along with a presentation ceremony to the City Council.
Discussion ensued regarding the artistic skill level of third graders.
Chair Hill stated he felt this would be a good partnership. He suggested a couple of Arts
Commissioners and Historic Preservation Commissioners meet to discuss the parameters
of the contest. Commissioner Juncal and Chair Hill volunteered for this project.
Discusssion with Debbie Fountain. Housing and Redevelopment Director
Chair Hill provided the Commission with background information on the possibilities of
venues in the Village for theater groups. He stated the Commission would like a better
understating of the Village/Housing and Redevelopment Role. He further explained the
interest New Village Arts Theatre Group (NVA) has in the Village.
Debbie Fountain stated the Master Plan was adopted by City Council in 1995. Housing
and Redevelopment is responsible for the implementation of the Plan and is the
permitting authority for land use. With regard to theater venues there are two
components: land use (where and parking) and funding (who pays). The City cannot
fund a theater. Ms. Fountain informed the Commission she has met with NVA and has
asked what it can bring to the City. The City is looking for an organization to be able to
fund its operation on an ongoing basis. Ms. Fountain has suggested NVA partner with
the Downtown Village Association and to bring back to the City a business plan.
Discussion ensued on future plans for the Bauer Lumber building site, the interest by the
community of having a theater in the Village and the vitality a theater would bring to the
Village.
Commissioner Juncal asked if there were specifics for establishing a partnership between
an organization/business and the City. Ms. Fountain replied that partnerships are looked
at on a case-by-case basis. She mentioned the Children's Museum as an example. The
Museum approached the City with people, tenant improvements and operating funds.
Chair Hill stated that if the Commission finds an arts group that meets this criteria it
could review the proposal and make a recommendation to City Council.
Elections and Committee Assignments
Commissioner Hill was elected as Chair.
Commissioner Shaw was elected as Vice Chair.
Commissioner Carrillo was appointed to the Arts in Education Committee
Commissioner Francis will continue as a representative on the Arts in Education
Committee.
Review of Community Arts Grant Audit Assignments and Evaluation Report
The Arts Manager and Commission reviewed grant audit assignments. Commissioner
Francis requested the Arts Commission have more of an opportunity to monitor grants
received by schools.
Commissioners' Reports
Commissioner Carrillo reported she attended the NAMM family activity in February.
Commissioner Okamoto reported he also attended the NAMM family activity. He likes
the newsletter redesign and requested the calendar portion of the newsletter be moved to
the center pages. He is taking photos of public art. Chair Hill suggested a public art
directory be placed on the City's website. Mr. Okamoto also wanted to make a
presentation of the public art photos so they could be added as part of the minutes.
Commissioner Iserloth attended the Playreaders production - it was well acted.
Commissioner Francis reported that at the Arts in Education Committee, James Miles,
Education Director for the San Diego Symphony, spoke. March is Music in the Schools
month. Over 250 children participated at the February 26 Family Open Studio event.
Artist Victor Raphael was there and signed posters for the children. Sixty-four classes
had reservations to attend the three-part-art program and four classes had signed up for a
self-guided tour. The poster created for this exhibit was provided through the EVILS
grant and was given to each student.
Commissioner Shaw shared articles with the Arts Commission.
Chair Hill joined Americans for the Arts and is considering attending its annual June
conference.
Manager's Report
Peter Gordon stated staff is still reviewing and compiling data from the community
meetings. Staff was working on the 2005-06 budget. Mr. Gordon provided the
Commission with the 2005/06 goals:
Beginning Arts Inventory (Colleen, Karen and Tonya)
A "yellow pages" for arts resources
Revise/Update Public Art Master Plan (Peter Gordon)
Conservation and inventory
Mr. Gordon reminded the Commission of the 2005 Juried Biennial exhibit and upcoming
reception.
