Commissioners Present: Rita Francis, Barbara Iserloth, Gary Hill,
Felicia Shaw, Kelvin Okamoto, Fran Carrillo

Chair Hill called The Meeting to Order at 9:00 a.m.
Minutes
On motion by Commissioner Francis, the Arts Commission unanimously approved the
July Minutes.
Presentation by Bill Ostrie from the Carlsbad Village Business Association
Mr. Ostrie gave the Arts Commission a report on a concept by the Association to promote
the Village with a public art component. The Association would like to partner with the
City to place approximately 30 permanent artworks in various places around the Village.
The Association plans to raise $200,000 and would like the City to match this amount
with $400,000. The Association would give the project to the City to utilize its public art
process to select the artwork. The Association's proposal is to give each artist a $10,000
stipend. Any remaining funding could be used for plaques, maintenance, etc. The
Association sees the benefit of this project as making the Village a destination spot in
Southern California. The San Diego County Board of Supervisors has given $4,000 to
the project and the Ostries have pledged $10,000.
Report by Gary Hill on the University of Massachusetts Summer Institute for Arts Management
Program
Chair Hill gave the Commission a report on a conference he attended regarding a study
on the economic impact of culture on a community. Also discussed at the conference
were strategies to help communities build coalitions for increasing cultural activities and
presence in their communities.
Commissioner Shaw left the meeting at 9:50 a.m.
Assignments for the upcoming Community Arts Grants Review Panel
Chair Hall stated Commissioners Francis and Carrillo are assigned to the Committee.
Commissioner Iserloth stated she was also interested but needed to check her calendar
regarding the panel meeting date. If Commissioner Iserloth is unavailable, Commissioner
Juncal will participate in the panel.
Comments on the Community Arts Grants Application Form and Process
Chair Hill stated he would like to explore the possibility of expanding the types of grants
to be distributed next year.
Public Comment
Mark Winkler, 720 Gardenia Ct., Carlsbad, stated he thought it was a good idea develop a
coalition to define culture in the city and that Carlsbad can raise monies towards this
project.
Commissioners' Reports
Commissioner Juncal reported he attended the Pageant of the Masters opening, and
Artsplash is moving along.
Commissioner Carrillo reported she was a juror for the upcoming employee exhibit.
Commissioner Iserloth reported she attended the DJ. Hall lecture. The exhibit and
attendance at the lecture were well attended.
Commissioner Francis reported no arts education meetings have taken place.
Commissioner Carrillo has taken the lead position on this committee.
Chair Hill reported the San Diego Foundation is celebrating its 30th anniversary. Sherman
DeForest has been appointed to the Arts Commission. An upcoming workshop will be
taking place at the Center for the arts in Escondido that will include a tour of the facility.
No date has been selected as of yet, but Commissioners will be invited.
Manager's Report
Peter Gordon reported the jazz concerts were going well. The Friends of the Arts were
also doing very well on the opportunity drawings. The employee exhibition opens
August 10.
Chair Hill requested Commissioners think about ways to increase public attendance at
Commission meetings.
