Carlsbad Arts Commission

Commissioners present: Fran Carrillo, Sherman DeForest, Rita Francis, Gary Hill,
Barbara Iserloth, Ron Juncal, and Felicia Shaw
Chair Hill called the meeting to order at 9:05 am
Minutes
On motion from Commissioner DeForest, with a second from Commissioner Shaw the
minutes from October 6 and November 3, 2005 were unanimously approved.
Report on 2006 Community Arts Grants
On motion from Commissioner Iserloth with a second from Commissioner Juncal the
2006 Community Arts Grants were unanimously approved.
Comments on 2006 Community Arts Grants
Colleen Finnegan reported that requests to the City for Community Arts Grants totaled
$58,000, but the Cultural Arts Office only had $24,000 to award. A total of $9,000 (up to
40% of the award total) was designated for Arts Education projects with the remainder
given to local organizations. Commissioner Iserloth, Carrillo, and Francis commented
that the grant paperwork was thoughtfully recorded and the grant panel discussion was
well-run. Commissioner Shaw mentioned that more information about "need versus
merit" should be included into the 2007 Community Arts Grants guidelines.
Commissioners Reports
Commissioner Carrillo reported attending the Arts-in-Education committee, which took
place on November 30, 2005 and included a presenter from the UCSD ArtsBridge
organization.
Commissioner Shaw shared information about Grantmakers in the Arts and
recommended that the Arts Office should purchase a membership in the organization and
the Arts Commissioners become familiar with its resources. She mentioned that she can
copy off the information and pass it out at future commission meetings.
Chair Hill introduced the idea of beginning a Citizen Steering Committee for the
community of Carlsbad. The committee is currently approximately 15 people discussing
various topics, such as Arts & Culture, CCPS, Crime, and Community Building. This is
considered to be a "grass roots" group which will meet to gather ideas and educate the
community. This group will invite various members of the community to share
information on their expertise in various areas of interests. It will be an open dialogue to
discuss pros and cons of each topic. The goal is to have more civic and social
engagement. He cited the Community Toolbox website as a resource for more
information.
Manager's Report
Colleen Finnegan (substituting for Peter Gordon) reported that there will be an opening
reception on December 3 from 5-7pm for the 2005 Invitational exhibition with a artist's
panel discussion to take place at 4pm. The Carlsbad Playreaders are presenting their
1940s Radio City Hall play on the evening on December 5. Tonya Rodzach reported that
when she is on maternity leave, Leslie Ramirez will be taking over her position on a part-
time basis.

2006 CARLSBAD COMMUNITY ARTS GRANTS -
ORGANIZATIONS/ARTIST PARTNERSHIPS
1) COAL (Carlsbad Oceanside Art League)-Demonstrations by Professional Artists
Nine visual arts demonstration workshops in Carlsbad, open to public and membership,
currently above 300.
REQUEST: $1,000 RECOMMENDATION: $1,000
The panel valued the fact that this organization serves local visual artists consistently and
demonstrates strong fiscal management. It is the only applicant serving this group of arts
practitioners.
2) PATRONS OF THE ARTS (CARLSBAD COMMUNITY THEATRE) - Operating
Support for 2006 Season. Two productions, three workshops with showcase
presentations, most at the Carlsbad Cultural Arts Center. Includes Carlsbad Youth
Theatre programs and workshops for children and adults.
REQUEST: $5,000 RECOMMENDATION: $1,000
This organization does not demonstrate a basis for its projected increase in revenues.
However, its mission serves the community, particularly in the opportunity for non-
professional adults to perform in the summer production.
3) COASTAL COMMUNITIES CONCERT BAND - Series of 3 Carlsbad-based
concerts and 1 workshop for LCC High School musicians in 2006.
REQUEST: $1,500 RECOMMENDATION: -0-
This organization provides music of high quality, but the panel feels that the concerts can
be produced without financial assistance, and in a highly competitive grants cycle the
student workshop is not additionally compelling.
4) CARLSBAD PLAYHOUSE- Operating Support for 2006 Season
Seven rehearsed readings of diverse new and classic plays will be produced and
presented in Schulman Auditorium or other local venues.
REQUEST: $2,000 RECOMMENDATION: $1,800
This organization continues to display excellent management and quality production on
an extremely limited budget, while undergoing a complete change of leadership. It is
considered a unique and valued Carlsbad asset.
5) NORTH COASTAL NEW HORIZONS BAND -Creation of a Music Library
This one-year-old community band for both new and experienced older adult musicians
seeks to further the members' development and enhance players' repertoire with the
development of a library of music suited to its ensembles' varying abilities.
REQUEST: $1,000 RECOMMENDATION: $250
In a highly competitive grant cycle, the panel felt that the request for cabinetry materials
could be considered a capital expenditure and therefore unfundable. However, creating a
music library was a valued aspect, and funding for the purchase of music was approved.
New Horizons Band is also encouraged to reach out to the Coastal Communities Concert
Band, which has a large music library, to explore opportunities for sharing access to that
music.

6) MUSEUM OF MAKING MUSIC - Support for yearlong exhibition of Howe-Orme
stringed instruments and development of educational resources.
REQUEST: $3,965 RECOMMENDATION: -0-
The organization is highly valued as a cultural asset in Carlsbad, but the panel felt the
budget was not clearly presented and failed to demonstrate need for the amount
requested. Panelists also stated a preference for supporting programming rather than
building display cases.
7) NEW VILLAGE ARTS - Fifth Annual Free "Shakespeare in the Park" 2006
Support for 9 free outdoor performances of a play by William Shakespeare, on the
grounds of La Costa Canyon High School.
REQUEST: $5,000 RECOMMENDATION: $3,500
The organization continues to receive high marks for artistic excellence and for its
community service through this free production.
8) FIESTA DEL BARRIO CARLSBAD - Annual festival held in September celebrating
heritage of Carlsbad's oldest neighborhood, with performances of traditional and
contemporary Latino music and dance.
REQUEST: $3,000 RECOMMENDATION: $2,000
This proposal provides a unique service to an under-represented community of Carlsbad.
Panelists called the application 'Veil written" and the event "upper echelon."
9) CALIFORNIA QUARTET - Support for concert/lecture series of two events
exploring jazz in combination with classical music, with open rehearsal, local and
national guest artists.
REQUEST: $2,650 RECOMMENDATION: $1,000
The panel noted that the project proposed is very strong artistically but very ambitious in
terms of its budget. To succeed at the proposed level of activity requires high concert
sales; promotional outreach is certainly under-funded. The applicant is encouraged to
revise the proposal as needed to ensure a successful program.
10) CSUSM ARTES/CARLSBAD ARTS PARTNERSHIP

11) PACIFIC COAST CONCERT BAND - Operating Support for 2005 Season
Twelve to 15 concerts, up to 6 performed in Carlsbad, by an ensemble containing several
Carlsbad players.
REQUEST: $2,500 RECOMMENDATION: $250
The panel felt there were too many questions unanswered in too many areas of the
proposal, particularly with regard to the project budget when viewed together with the
annual operating budget. Panelists noted the organization appears to have been
historically "grandfathered" into the Community Arts program and there are no board
members from Carlsbad.

12) PIC ART — Support for three projects to be conducted at Artsplash Festival and
display of resulting portable murals.
REQUEST: $1,500 RECOMMENDATION: $200
The panel found the proposal elements were too varied and confusing. The Summary
describes hands-on activities at Artsplash, but the narrative and budget include
exhibition, reception, website, and reproduction. The panel recommends funding of $200
to assist in the cost of art supplies for hands-on picART booth activities at Artsplash.
13) SAN DIEGUITO PERFORMING ARTS ASSOCIATION
Withdrawn, no action required
14) FERN STREET CIRCUS/ARTSPLASH - Support for performances of its 2006
production by Fern Street Circus at Artsplash Festival in September 2006.
REQUEST: $2,500 RECOMMENDATION: $2,000
The panel felt that this organization and its activities are particularly apropos at Artsplash
and that the quality of its productions merits a high level of support.
15) CARLSBAD STRINGS EDUCATION ASSN. - Support for performances by young
musicians, workshops and demonstrations of string instruments during one day of
Artsplash Festival in September 2006.
REQUEST: $1,500 RECOMMENDATION:-0-
The proposal presented an unclear budget with no matching funds demonstrated, as
required by the application guidelines. The requested funding appears to provide full pay
for six instructors to be on hand for seven hours on one day. Artsplash will offer a variety
of musical entertainment and instruction, and thus the proposal was not deemed
compelling.
16) SAN DIEGO SYMPHONY/PAT STEIN FUND - Support for a Bach concert by the
San Diego Symphony in Carlsbad, supported by the Pat Stein Fund for music
performances in the North Coast region.
REQUEST: $5,000 RECOMMENDATION: $2,000
This proposal elicited many responses from the panel, which would have preferred to see
a direct correlation between the requested amount and a specifically stated allocation of
matching Pat Stein Fund money. The request is very high for a one-time event with a
potential audience of 450. Ticket prices are extremely high; a free or very low-priced
concert might warrant the requested level of funding. Certain staff salaries appeared
exorbitant for a one-concert proposal, while marketing expenses are too low to guarantee
the desired revenue, particularly given the price structure in a very tough market. Noting
that there appears to be no cost for the performance venue, the final recommendation is to
provide funding the panel feels is sufficient to assist the organization to perform the
proposed concert in Carlsbad.

2006 CARLSBAD COMMUNITY GRANTS - ARTS EDUCATION
1) JEFFERSON ELEMENTARY SCHOOL - Support for free strings education program
at Carlsbad District's most culturally diverse and economically disadvantaged elementary
school, using large collection of violins owned by the schools
REQUEST: $1,000 RECOMMENDATION: $1,000
The panel stated that this is a very fine project and an exceptional fit with the grant
program guidelines.
2) PACIFIC RIM ELEMENTARY SCHOOL Support for 12-week ceramics class for 4th
& 5th grades, culminating in exhibition at annual Open House
REQUEST: $1,000 RECOMMENDATION: $500
The panel valued the parents' and principal's support for this project and felt that the parent
support group could probably find additional funds to allow for the full proposal to be
carried out.
3) CALAVERA HILLS ELEMENTARY SCHOOL - Expansion of a self-supporting
after-school Theatre Club for as many students as possible (up to 300 in Spring 2006)
culminating in a six-performance production.
REQUEST: $1,000 RECOMMENDATION: $500
The panel valued the growth of the theatre program, the production quality and the
evident parent support. In view of the plan to achieve and roll over significant revenue to
the following year, in this year of very competitive requests the panel recommended 50%
funding.
4) CARLSBAD HIGH SCHOOL ART CLUB - Support for a mosaic mural project as part
of the "Adopt-A-Spot" campus beautification proj ect.
REQUEST: $1,000 RECOMMENDATION: $1,000
The panel valued the quality of the proposal and the high traffic area placement of the
mural. This project was felt to respond very well to the grant guidelines, particularly in
terms of its matching sources.
5) CARLSBAD HIGH SCHOOL DRAMA CLUB - Support for choreographer's fee for
annual musical production twelve-week rehearsal program with 45-student cast.
REQUEST: $1,000 RECOMMENDATION: $500
Panelists reported that the drama club does "a spectacular job" with the music production
and also sells out frequently. In this highly competitive year, the panel found this
proposal did not demonstrate extraordinary need and recommended funding at 50%.

6) CARLSBAD HIGH SCHOOL ORCHESTRAS - Support for guest artist coaches for
individual and small ensemble instruction.
REQUEST: $1,000 RECOMMENDATION: $500
The artist named as primary guest coach was given a high artistic rating. Noting that the
matching funds must be provided by student sales, and that the program can be
restructured to meet actual funds available, the panel recommends funding at 50% of the
request.
7) LUX ART INSTITUTE- ENCINITAS SCHOOL DISTRICT - Support for in-class art
project for all fifth grade students in four EUSD schools located in Carlsbad.
REQUEST: $1,000 RECOMMENDATION: -0-
The panel determined that this project is not serving the appropriate Carlsbad community.
The applicant receives City of Encinitas funding for outreach; EUSD employs an arts
specialist and the schools named do not exhibit a high level of cultural diversity or high
level of need, whereas other schools within Carlsbad city limits demonstrate diversity and
need. The applicant appears to be capable of funding the proposal without assistance.
8) CARLSBAD HIGH SCHOOL DANCE PROGRAM - Support for free after-school
ballet program open to all CHS students, culminating.in participation in annual Spring
Showcase.
REQUEST: $1,000 RECOMMENDATION: $250
The panel had some problems with the budget as presented, noting that the grant would
cover almost 5/6ths of the actual cash costs for pianist, piano and instructor. Since the
proposal is for a new program, student interest cannot be gauged. Funding is
recommended at 25%, to be matched by the proposed ASB funds for a 2-month test
program.
9) ST. PATRICK SCHOOL - Support for an 8-week dance program for third-thru-fifth
grade students, culminating in a performance of students' own choreography and
traditional dances. Teachers will receive a training workshop and take part in classroom
sessions as part of the project.
REQUEST: $1,000 RECOMMENDATION: $1,000
The panel valued the school's commitment to the arts, to exploring various art forms and
to teacher training. The proposal provides an introduction to dance, which is rarely taught
at the elementary level.
10) CHS-ELL PROGRAM - Storytelling project for English Language Learners, using
exposure to the arts and a residency by a storyteller and culminating in a storytelling
performance in English by the students
REQUEST: $1,000 RECOMMENDATION: $1,000
While the panel would have liked to receive more information on the storyteller and her
activities with the students, this project is felt to have great cultural value and long-term
impact on an underserved population. The panel found it an innovative use of the arts in
an educational setting.

11) PLAYWRIGHTS PROJECT/ CALAVERA HILLS MIDDLE SCHOOL
Residency for AVID and Drama students, who will participate in Write On! exploration
of theatre as playwrights, culminating in two performances of students' short plays by
professional actors.
REQUEST: $1,000 RECOMMENDATION: $1,000
The panel felt that the partner organization does an exceptional job with student writers
and that the school's commitment to this program deserves strong support.
12) LA JOLLA MUSIC SOCIETY/CARLSBAD HIGH SCHOOL/SDSU
Support for three workshops for students in Choral and Chamber Music programs and
complimentary tickets for students to LJMS Pat Stein Series concert by Alpin Hong.
REQUEST: $1,000 RECOMMENDATION: -0-
The panel felt that the real emphasis of the Pat Stein Series is on the concerts, not the
educational outreach activities, and that the proposal, while of high artistic caliber, did
not address real local needs.
13) LAMB'S PLAYERS/CARLSBAD UNIFIED SCHOOL DISTRICT
Support for three in-school performances of "American Voices," with curriculum guides
provided to teachers. Jefferson School has agreed to host one program; the other two
schools will be determined when the proposal is approved for funding.
Note: This proposal was submitted under Organizations/Artist Partnerships; however, as
a school-based activity, it belongs in the Arts Education category and is only eligible for
$1,00 in funding.
REQUEST: $3,800 RECOMMENDATION: $750
As a school-based activity, the application can only be considered for Arts Education
category funding with a cap of $1,000. The panel felt the proposed program would
certainly support the standard curriculum. As Jefferson School is the only currently
announced partner, partial funding is provided toward support of one performance at that
school.
14) CSUSM ARTES/CARLSBAD ARTS PARTNERSHIP (CAP) - Support for
"Carlsbad Arts Plus" 10-workshop series on arts-integrated teaching for local educators,
parents, artists and others, free to Carlsbad teachers. NOTE: CAP is a new organization
and CSUSM Foundation is the partnering fiscal agent
REQUEST: $1,600 RECOMMENDATION: $1,000
The panel agreed, following discussion, that the application is actually within the Arts
Education category and therefore subject to the $1,000 funding cap for that category. The
service provider is highly regarded and the new organization's effort to provide educator
training is valued.
