January 4, 2007

Call to Order
Chairman Gary Hill called the meeting to order at 9:00 a.m.
Commissioners Present: Heath Fox, Gary Hill, Ron Juncal, Barbara Iserloth
Rita Francis, Sherman DeForest
Commissioners Absent: Fran Carrillo
I. Minutes for Approval
On motion by Commissioner Iserloth, second by Commissioner Fox, to approve
the December 7, 2006 Minutes.
AYES: Commissioners Fox, Hall, Juncal and Iserloth.
ABSTAIN: Commissioner Francis
ABSENT: Commissioner Carrillo and DeForest
Staff Report
Commissioner DeForest arrived at 9:02 a.m.
Tonya Rodzach, Community Arts Coordinator/Arts Education, reviewed
upcoming programs and distributed collateral materialsl related to: Cannon Art
Gallery 2006/07 exhibitions; Family Open Studios 2006/07; Carlsbad Sculpture
Garden; current ArtsBrag publication, and the January-March 2007 issue of
Arts News.
Colleen Finnegan, Community Arts Coordinator, informed the Commission of
upcoming Performing Arts Programs including the Opera Preview Series, and
the Opera Caravans.
Ms. Finnegan responded to Commissioner Iserloth's inquiry as to why only six
persons were coming from Futtsu to visit Carlsbad by stating that four of the
visitors coming are students and two are adults. The City of Futtsu no longer
funds these international trips and the group is comprised of older students in
high school and college who have a greater command of the English language.
Ms. Finnegan answered Commissioner's Francis question as to how many
students does Carlsbad send by saying that usually only one student travels to
our Sister Cities at a time per year. Students are not financially assisted by the
City; the Sister City program arranges homestays and provides medical
insurance coverage through its Sister Cities International membership
Ms. Finnegan informed the Commission of the high school photography program
to take place this spring with pictures being sent to Karlovy Vary for an exhibit in
the fall and that a glass artist and the city architect from Karlovy Vary will visit this
month and will present a lecture on the art and architecture of Karlovy Vary on
January 27th at 11:30 a.m. in Schulman Auditorium, following the first Opera
Preview presentation of 2007.
Ms. Finnegan reported on an October 2007 trip from Paris to Prague and Karlovy
Vary that the Sister City Committee is promoting, and that an Asian trip was
being planned for the Spring of 2008 to include Futtsu, Tokyo, Hong Kong,
Beijing, and Bangkok.
More than fifty Carlsbad residents have taken previous trips and enjoyed special
events and activities planned by Carlsbad's Sister Cities.
II. New Business
Commission members discussed ideas for planning the 2007 calendar which
included:
• art and culture on the Cannon Road properties
• agriculture, strawberry fields,
• ideas that the Commission can take under advisement and can be presented
to the City Council
• educating the electorate to understand art work and concepts, open forums for
citizen-based discussions about what committees are doing across the nation
and around the world, bringing people together in one place to come to a
consensus of ideas for the future of Carlsbad
• make a statement and move forward to the City Council with a presentation
from City staff
• identify areas for possible concept plans
• uses that could go together
• mixed uses-food, drink, shade, sun
• study other cities' concepts and plans
• Arts Commission could educate the public and the community
• public art master plan is now 10 years old
• public art coordinators from other cities could be invited to a meeting with the
Arts Commission
Ms. Rodzach informed the Commission that she was creating an inventory of all
public art owned by the City. Chairperson Hill stated that Ms. Rodzach's findings
could be studied at a workshop on public art.

Commissioner Juncal informed the Commission that the Little Italy Festival was
started by the painting of a mural on town walls. Chairperson Hill suggested that
ArtSplash consider the same idea because that may create an interest in
developing more permanent art in the City. Discussion ensued as to the
ramifications of public art on privately owned buildings.
Commissioner Fox stated that a more cohesive public art master plan could be a
subject for a future meeting of the Arts Commission. The Commission could
create a document that could be given to new Arts Commissioners as a point of
reference.
Chairperson Hill stated that an ordinance could be adopted that stipulates private
developers would contribute 1-2 percent to the City's Cultural Trust Fund.
Commissioner Francis informed the Commission that she had read in the
newspaper that a group of coastal cities were getting together to participate in an
art project to display about 40 statues to celebrate Garfield's 30th birthday.
Commissioner Francis wondered why this type of subject didn't come before the
Arts Commission.
Chairperson Hill stated he would meet with the City Manager and request that all
arts related issues come through the Arts Commission before decisions are
made.
