Carlsbad Arts Commission
July 5, 2007

I. Call to Order
Chairman Heath Fox called the meeting to order at 9:03 a.m.
Commissioners Present: Fran Carrillo, Sherman DeForest, Heath Fox, Rita Francis,
Gary Hill
Commissioners Absent: Barbara Iserloth, Ron Juncal
II. Approval of Minutes
On motion by Commissioner Hill, second by Commissioner DeForest, to approve the
June 7, 2007, Minutes.
AYES: Commissioners DeForest, Fox, Francis, Hill
ABSENT: Commissioner Carrillo, Iserloth, Juncal
III. New Business
1. Remarks by new chair, Heath Fox
Chairman Fox recognized the Arts Commissioners for the service they have given to the
City of Carlsbad and said that the Commissioners bring a broad range of interests to the
Commission and the City.
Chairman Fox indicated that the schedule of monthly meetings would not change,
unless there were no issues of substance on the agenda, and upon those occasions,
the meetings would be canceled. However, Chairman Fox explained that the
Commission would hold quarterly meetings, at a minimum.
Commissioner Carrillo arrived at 9:06 a.m.
Chairman Fox advised the Commission that he would meet with Peter Gordon to
coordinate the agendas for the Arts Commission meetings. He invited and encouraged
Commission participation in the agenda process and suggested that Commissioners
submit their items for the agenda by the third week of the month.
Chairman Fox acknowledged the success of the performing arts, the TGIF Jazz in the
Parks series, opera program and caravan, exhibits at the William D. Cannon Art Gallery,
community arts grant process, community events such as ArtSplash and the Music
Festival that take place in the City.
Chairman Fox also said that he was looking forward to new initiatives in the public art
program, including the development of an inventory listing the artist, name of work, and
location of each work in the City's collection; updated public art procedures that the
Commission would be invited to review; and a conservation plan for the City's collection,
which would include a survey of the current status of the works and a long term care
program.
2. Review and Update of Committee Assignments
Commissioner Francis resigned from the Gallery Advisory Committee and the
Community Arts Grants Peer Review Panel.
Commissioner Hill requested that items that have been completed should be removed
from the Public Art Selection Committee and that past Commission members' names be
removed.
Chairman Fox requested that Peter Gordon, Arts Manager, make a report at the next
meeting regarding the Alga Norte Park's public art status.
Commissioner DeForest was appointed to replace Commissioner Francis on the Arts-in-
Education Advisory Committee and was appointed to the Community Arts Grants Peer
Review Panel as an alternate.
Chairman Fox stated he would get input from Commissioners Iserloth and Juncal
regarding participation on the various community assignments. He also said that
besides the Arts-in-Education Advisory Committee, Gallery Advisory Committee,
Community Arts Grants Peer Review Panel for 2008 Awards and the Acquisitions
Committee, Public Art Selection Committees will be added to the list of assignments as
the projects develop.
IV. Public Comment
There was no public comment.
V. Committee Reports
1. Commissioners' Reports
Commissioner Carillo reported on being a juror and attending the opening reception of
"On Your Own Time: The National Arts Program in Carlsbad" exhibition at the Cannon
Art Gallery.
Commissioner Francis reported on attending the ribbon-cutting for New Village Arts'
new home in Carlsbad Village.
Commissioner Hill informed the Commission that he had attended an international
conference in Portland, Oregon regarding livable cities and that he feels that Carlsbad is
about 15-20 years behind when it comes to the concepts relating to arts, culture, and
transportation. Commissioner Hill also stated that he had visited Reedsport, Oregon and
went to a public sculpture contest which is like Carlsbad's ArtSplash.

Commissioner DeForest noted that many Carlsbad residents won ribbons for exhibits at
the Del Mar Fair and inquired as to what has been done for senior citizens regarding art
classes.
Sibylla Voll, a Carlsbad resident, informed the Commission that there are monthly art
lecture-demonstrations, funded by the Community Arts Grants, presented for the public
(including seniors) at the Calavera Hills Community Center.
Commissioner Hill mentioned the Agenda Bill making its way to City Council related to
Proposition D wherein the Arts Commission would be asked to send a representative to
a Citizen's Committee that was being formed and that he would volunteer to be the
Commission's representative.
2. Manager's Report
Peter Gordon, Arts Manager, informed the Commission that there were excellent
opportunities for visual artists in Carlsbad because there are exhibits presented at each
library and at the Cannon Art Gallery. Mr. Gordon stated that any artist who calls the
Cultural Arts Office receives a document called the "Exhibition Opportunities in
Carlsbad," and he would ask Karen McGuire, Curator of the Cannon Art Gallery, to
come to the Commission's next meeting to discuss the document.
Mr. Gordon advised the Commission that the 2008 Community Arts Grants guidelines
and dates would be available on the website and for distribution by August 6.
Mr. Gordon distributed the 2007 TGIF Jazz in the Parks Concert Series Program to all
Commissioners. He stated that the program was available for free at all TGIF concerts
and at both libraries and popular locales in Carlsbad.
Mr. Gordon stated that Pine Avenue Park was now part of the TGIF Jazz schedule so
that concerts were now back in the Northwest Quadrant of the City, and that there
would be no shuttle service because there is lots of free parking in the neighborhood.
Mr. Gordon stated that he would provide a report at an upcoming Commission meeting
on the Arts Office's management goals FY 07/08, as soon as they were approved by
the Leadership Team.
VI. Adjournment
Chairman Fox adjourned the regular meeting of the Arts Commission at 9:34 a.m.
