HomeMy WebLinkAbout2007-08-02; Arts Commission; MinutesMINUTES Carlsbad Arts Commission August 2, 2007 Carlsbad Council Chambers Call to Order and Roll Call Chairman Heath Fox called the meeting to order at 9:03 a.m. Commissioners Present: Sherman DeForest, Heath Fox, Rita Francis, Gary Hill, Ron Juncal Commissioners Absent: Fran Carrillo, Barbara Iserloth Approval of Minutes for July On motion by Commissioner Fox, second by Commissioner Juncal. Commissioner Francis brought to attention a correction to last minutes meeting. New Business 1. Assignment to "Work Program for the Community Planning Process for the Implementation of Proposition D" - Action Item Sandra Holder, Carlsbad's Director of Community Development, presented the background to Proposition D and then explained the work program to be carried out by a Citizen's Committee working with Partners for Livable Communities. The Committee is to include seven members, with one chosen from the Arts Commission. The six other members have already been chosen and include four community members (Diane Lance, Pat Kurtz, Dan Livingston, Farrah Douglas), Bill Dominguez from the Planning Commission, and Jim Comstock from the Parks & Recreation Commission. Ms. Holder asked if any Arts Commissioners would like to be an appointed member. Commissioner Gary Hill mentioned his interest. On motion by Sherman DeForest, second by Ron Juncal, Gary Hill was appointed to the Proposition D Citizens Process Committee from the Arts Commission. AYES: Commissioners DeForest, Fox, Hill, Juncal, and Francis ABSENT: Commissioners Iserloth and Carrillo 2. Presentation by New Village Arts about their upcoming free Shakespeare program Kristianne Kurner, Executive Director of New Village Arts, talked about the company's upcoming production of Julius Caesar, being presented from August 9th through August 18th. Ms. Kurner emphasized that this "indoor" presentation was for one-year-only, in their new home in the Village, and that the company planned to be back outdoors next year. She also announced that the company's new season would be announced on August 9, at the opening of Julius Caesar. Commissioner Hill suggested holding an Arts Commission meeting at the theatre at some point, with an agenda item to include arts groups talking about "Arts in the Village." 3. Presentation of the "Exhibition Opportunities in Carlsbad for Visual Artists" (Karen McGuire and Jessica Padilla) Karen McGuire, Gallery Coordinator, gave an overview of the exhibition program, reporting on how exhibitions are selected for the Cannon Art Gallery including the opportunities for San Diego County artists to have their work shown there. Arts Manager Gordon emphasized that the Artistic Vision Statement included in the "Exhibition Opportunities" package was an important document and guide that the staff used for exhibition selection and development. Commissioner Juncal asked what the chances were for area artists to be shown in the Gallery. Ms. McGuire answered that it was all dependent on the quality of their work and how the work fit into thematic exhibitions that were being curated for the Gallery based on the Vision Statement. She also mentioned the Biennial Juried exhibitions, which are specifically designed to give area artists an opportunity to have their work shown in the Gallery. Jessica Padilla, Community Coordinator for the Library, informed the Commission that the libraries (Both Cole and Dove) also offer exhibition opportunities for local artists. Wall-mounted exhibitions are one month in duration. In addition, display cases for smaller sculptural works are located in both the Dove and Cole libraries. Commissioner Hill asked if exhibitions ever deal with timely issues related to City or public concerns. Ms. McGuire explained that when an artist is responding to a current event, it often takes a year or more to get the body of work created. But the Gallery staff reviews all proposals, including ones about timely issues that concern the public, in the same way - using the criteria articulated in the Artistic Vision Statement for the Gallery as a guide and roadmap. Old Business 1. Final Committee assignments, including 2008 Community Arts Grants peer review panel (Nov 26 - 28) - Action Item Chairman Fox requested the list remain as is for the time being. Commissioner Hill suggested adding the Prop D liaison to the list. Public Comment There was no public comment. Committee Report 1. Commissioners' Reports Commissioner Juncal reported that the Jazz in the Parks is a spectacular and successful event, and especially liked the Art At Jazz hands-on artmaking component for younger audiences. He questioned the finished sculpture at the Crossings at Carlsbad, in that he felt it appeared different than the model. He thought the final pieces were less whimsical and less refined. Commissioner Hill stated that he thought if the artworks underwent substantial changes during the public art process, then they should be brought back to the Arts Commission. Arts Manager Gordon assured them that if a work undergoes significant change during the process, the piece comes back to the Commission for review. He also mentioned that the Commission had approved some of the works for Alga Norte Park in concept, and were giving the artist the flexibility to solve the problems as they might arise, but remaining true to the artistic concept. Commissioner Francis suggested the next meeting take place at The Crossings at Carlsbad golf course to see the new work of public art at the location. Commissioner Hill requested regular updates from the Carlsbad Village Improvement Partnership group. Commissioner DeForest commented on the public art "surfer" at Cardiff. Chairman Fox noted his meeting with the Executive Committee of the Friends of the Arts on July 23rd to thank them for supporting, especially financially, the programs of the Arts Office. 2. Manager's Report Peter Gordon, Arts Manager, informed the Commission that there were four TGIF Jazz concerts left this summer. The next two were scheduled for the new Pine Avenue Park, a new location for the concerts. Mr. Gordon stated that Community Arts Grant applications will be available starting next week. Mr. Gordon invited the Commission to see "Natural Connections," the next show at the William D. Cannon Art Gallery.
