CALL TO ORDER:
Chair Aaron Alter called the meeting to order at 9:00 a.m.
ROLL CALL:
Present: Commissioners Alter, DeForest, Markovits, Schmidt, Voll and White
Absent: None
Staff and Presenters: Vincent Kitch; Cultural Arts Manager, Gail Goldman; Public Art Consultant
APPROVAL OF MINUTES:
The minutes for Oct. 29 were approved as amended (DeForest/White).
PUBLIC COMMENTS
None
DISCUSSION ITEMS
The Public Art Master Plan Draft was discussed section by section with recommendations and edits agreed
upon by the public art consultant and Arts Commission. The Arts Commission voted unanimously to accept the
Public Arts Master Plan Draft as amended (DeForest/Schmidt).
The Community Arts Grants were presented to the commission and approved by a quorum. Commissioners
White and Voll were recused because they represent organizations who had applied for grant funding.
Manager Kitch discussed the process and timeline of the Carlsbad Community Cultural Plan and received
feedback from the Arts Commission on implementing the process.
CHAIR'S REPORT
Chair Alter attended the Invitational exhibition at the Cannon Gallery. He thinks it is an incredible exhibit and
encourages everyone to attend and pushes the envelope just a bit.
He encouraged everyone to take the city survey on the Terramar area road changes and encouraged people to
vote for roundabouts because of the opportunity to install artwork.
MANAGER'S REPORT
Over 350 people attended last week's Foreign Film Friday and there is only one more for this season. The films
are averaging 300-400 people each week. This program along with all of the other programs usually held by
the Cultural Arts Office in the Schulman Auditorium will be moving temporarily to the Senior Center during the
remodel of the Carlsbad City Library. This will affect our attendance capacity due to the smaller venue size.
Family Open Studios On -the -Go involved over 400 people at the Holiday at the Rancho event at Leo Carrillo on
Dec. 4.
Over 300 people attended the opening of the 2015 Invitational Exhibition. The Carlsbad Friends of the Arts
held their annual Meet and Greet the previous evening with over 150 people attending that event. Both
events featured live music from local artists.
City Council will be receiving a staff report on the library redesign projects at their 12/15 council meeting.
RFQ for public art at Pine Avenue Park closed with 41 submission. 4-5 finalists will be chosen and a panel
including city staff, arts commissioners, arts professionals and community stakeholders will review and make a
selection in January for this $100,000 project.
The Village and Barrio Master Plan was updated and put out for public comment. Scott Donnell in the planning
department will present the plan at the next Arts Commission meeting.
With a press release, Arts News and e-blasts the city is getting some responses for new Arts Commissioners to
fill the vacancy.
Michael McLaughlin was chosen to be the artist for the Aviara Community Park public art project.
Commissioners Schmidt and Voll served on that panel.
COMMISSION COMMENTS
Commissioner Voll attended the tree lighting ceremony sponsored by the Carlsbad Rotary and reported that
they did a great job.
