APPROVAL OF MINUTES:
The minutes of the June 2, 2016 meeting were approved as amended (Markovits/Barker).
DISCUSSION ITEMS
Update on Pine Ave Community Park Public Art
Library & Cultural Arts Director Heather Pizzuto reported that the city is working on finalizing a
community engagement element contributing to the design ofthis public art project. Curator
Karen McGuire is working with public art consultant Gail Goldman on coordination of a public
meeting and work of the advisory panel. The city is adjusting the artist's contract to include
additional community engagement prior to design. Stakeholders expected to use Pine Avenue
Park will be invited to a meeting at the Carlsbad Senior Center in September. This method of
obtaining additional community feedback prior to design was recommended in the Public Art
Vision Plan. The approach is different than previous public art acquisitions, where community
feedback was invited after the design was completed and prior to City Council consideration.
The process is otherwise unchanged, with the Arts Commission retaining the role of
recommending approval of the final concept to the City Council. Curator McGuire and Director
Pizzuto responded to questions from the commissioners who responded favorably to this plan.
Mural Proposal for Cultural Arts Office Vestibule
Curator McGuire presented a conceptual proposal to contract with Adonna Khare to produce a
mural for the vestibule of the new cultural arts office located at the Carlsbad City Library. This
space currently offers an unoccupied wall which would be ideal for presentation of art. The
commissioners were shown a PowerPoint offering examples of Khare's work which typically
depicts whimsical flora and fauna in graphite. One of her first' shows was presented in the
William D. Cannon Gallery. The piece that would be created for the city could be done directly
on the wall on location while patrons watch the process, or done on paper and installed later.
The work would be covered with plexiglass to preserve its integrity. It would be considered
temporary art and could be relocated after a period of display. Curator McGuire responded to
questions from the commissioners who generally supported the concept.
CHAIR'S REPORT
Chair Alter reported on attending the Carlsbad Musical Festival Walk as a very worthwhile and
busy event. The Carlsbad Music Festival is a recipient of a Community Arts Grant from the City
of Carlsbad Cultural Arts Office.
Euphoria Brass Band played for the Dove reopening. It was a great and surprising addition.
The library 3D printers are a great addition in the new Exploration HUB at the Dove Library; it is
wonderful to have technology on the cutting edge.
Selling tickets at the TGIF concerts has allowed Chair Alter to talk to people about the concerts
and get their feedback.
LIBRARY & CULTURAL ARTS DIRECTOR'S REPORT
TGIF is midway through the season. The concerts are being well received and the new stage is
functioning nicely.
The final Summer Arts Camp will be held the week of Aug. 10. All have been a big hit. The
theme of Creative Arts Camp was Innovation and tied into the Exploration HUB. Club Pelican
this year included a watershed demonstration as part of its emphasis on science and art.
A summary of planning documents has been received for the Arts and Culture Master Plan from
consultant Metris and is being reviewed by staff.
Poetic: Artists in a Visionary Mode will close Aug. 21. House & Home, a National Endowment
for the Humanities traveling exhibition, will open Sept. 4. And the Sculpture Garden is expected
to re-open with a new exhibition featuring two artists the week of Aug. 29.
FRIENDS OF THE ARTS REPORT
Commissioner Alter reported that the Friends of the Arts board worked on the budget and
allocation of responsibilities at their most recent meeting.
COMMISSION COMMENTS
Commissioner Jadhav created an lnstagram account to promote arts in San Diego County,
including the City of Carlsbad's art programs. The account is artssandiego.
Commissioner White reported on enhancements to the New Village Arts Theatre, a recipient of
a Community Arts Grant through the City of Carlsbad Cultural Arts Office. Seats donated by the
city after removal from the Schulman Auditorium when it was renovated were installed in the
theatre. Additional improvements included new paint, lights and sound system. The annual
Gala will be a Valentines Ball with Buddy Holly and a salute to the City of Carlsbad for its help
over the years.
Several commissioners reported that they enjoyed the re-opening ofthe library and have heard
positive feedback about the libraries from neighbors and colleagues.
Commissioner Barker attended the Jefferson Elementary choral performance and the
Playwrights Project at St. Patrick's School which were funded in part through Community Arts
Grants through the City of Carlsbad Cultural Arts Office and reported they were good quality
productions.
Several commissioners have attended TGIF Concerts in the Park and were pleased with the
organization, the new stage and the opportunity to volunteer.
The commissioners reported on arts and culture activities in which they participated and/or
recommended to others, including: the San Diego Botanical Gardens (Encinitas) Sculpture in the
Garden; and a concert at the Encinitas Library featuring Songs of the Angels Flute Orchestra &
Friends and concerts at the Museum of Making Music.

PUBLIC COMMENTS
Sibylla Vol I invited the commissioners to attend the juried show at the COAL Gallery on Sunday,
Aug. 7 from 3-5 p.m.
ADJOURNMENT
Chair Alter adjourned the meeting at 10:19 a.m. and the commission completed a tour of the
library and cultural arts facilities at the Dove Library complex.
