APPROVAL OF MINUTES:
By proper motion, the minutes of the Arts Commission meeting of Mar. 2, 2017 were approved
(7-0-0-0).
PRESENTATION: CITY OF CARLSBAD RESIDENT SURVEY RESULTS
Josh Williams and Carlota Santos presented an overview of the 2016 survey results then focused on
data specific to arts and culture services and library services. Williams reviewed key indicators and
commented on satisfaction measures as well as confidence levels in relation to changing resident
demographics.
Generally, residents reported higher levels of satisfaction with those specific services on which they
placed a higher level of importance, with the exception of traffic and roads, healthy business climate,
environmental sustainability and safe and convenient ways to get around on foot.
Williams reviewed data regarding the provision of local arts and cultural opportunities. The
percentage of residents responding that they were very satisfied or somewhat satisfied decreased
from 2015 to 2016 from 84% to 74%. 21% of residents responded that they were neither satisfied nor
dissatisfied. Williams addressed questions from commissioners about how to interpret the decline,
explaining that from a statistical standpoint, trends result from more than one year of data.
Commissioner Schmidt asked staff what is done with the data, for example, to increase resident
satisfaction. Cultural Arts Manager Schultz reported that he expects resident desires for arts and
culture offerings to become clear through the Arts & Culture planning effort which will drive future
plans for services. Library & Cultural Arts Director Pizzuto explained that information from the survey
regarding resident demographics and preferences for receiving information has been used to guide
methods for communicating about programs and services.
2017-2018 ARTS COMMISSION CHAIR NOMINATION AND COMMITIEE ASSIGNMENTS
Cultural Arts Manager Schultz discussed the upcoming selection of the commission chair and vice-
chair which will occur at the next meeting, as well as committee assignments. He suggested that
commissioners consider their interest in particular areas of focus for the upcoming year.
Commissioners are asked to serve on one of three committees managed by the Cultural Arts
Office: Community Arts Grants, Public Art Advisory Committee and the Gallery Advisory
Committee.
CHAIR'S REPORT
Chair Alter attended the Infinite Light exhibition opening where he met Dr. Peter Keller,
President of the Bowers Museum:
He also acknowledged that several commissioners attended the April 25 City Council meeting to
support the approval of the proposed public artwork for Pine Avenue Community Park designed by
Jenna Didier.
Chair Alter encouraged commissioners to participate in TGIF Concerts in the Park through the
Friends of the Arts' sale of opportunity drawing ticket. He expressed that it is a great way to
connect with the public.
He also expressed an interest in receiving an update on the cafe planned for the Dove Library.
CULTURAL ARTS MANAGER REPORT
Three films in the Foreign Films series occurred since the previous Arts Commission meeting with over
875 people in attendance at 6 separate showings. The series will conclude May 19 and then will
resume in the fa ll. It has been very well received and continues to draw large audiences.
This is Jazz!, hosted by Claudia Russell, wrapped up its season April 8 with 125 in attendance. Opera
Previews concluded on April 15, 2017 with a lively discussion about the opera La Traviata. Family
Open Studios occurred on April 22 with 175 participants of all ages who created original art inspired
by the artwork of the Infinite Light exhibition in the Cannon Art Gallery.
The City Council approved the public art recommended by the Arts Commission for Pine Avenue
Community Park, which now moves to the fabrication phase, with installation anticipated by the end
of the year. Cultural Arts Manager Schultz thanked the Arts Commission for it work reviewing and
recommending this uniquely designed artwork.
A new photography exhibit is open at Deedie's House and will run through August 27. Over 150
people visited the exhibit on its opening day. An artist's reception will be held May 25 from 5 to
7 p.m. Visitors should be prepared to walk uphill when visiting the exhibit.
The new producer of TGIF Concerts is moving quickly on scheduling a combination of new and
returning bands for the upcoming season. The city has purchased a new dance floor and a new
offering this year is a pre-shows at up to three concerts featuring local arts organizations. New
Village Arts has been scheduled to preview the upcoming production of Buddy Holly and other arts
organizations in the city have been invited to offer pre-shows.
Arts & Culture plan consultant Lynn Osgood has met with upwards of 60 individuals and stakeholders
including business leaders, representatives of organizations preserving Carlsbad's history and
environmental advocates. She is reaching out to diverse audiences. Cultural Arts Manager Schultz
encouraged the commissioners to attend scheduled community meetings and share information with
friends and colleagues. The City Council will receive an update May 16,
2017 on the planning process. On May 19, 2017, Lynn Osgood will present a national perspective on
art in cities throughout the United States. Her presentation is free and open to the public. For those
unable to attend the meetings and presentation, an on line survey will be available beginning May 19.
In June, Lynn Osgood will lead additional community workshops which will provide time for more
focused discussion.
The Cultural Arts division is looking for ways to include a broader cross section in programming, for
example the millennial generation, and ways to increase participation by selecting unique and
interesting places and programs which are many faceted and diverse.
Cultural Arts Manager Schultz and Library & Cultural Arts Director Pizzuto updated the commissioners
on the budget process and highlighted priorities in Cultural Arts funding and work efforts for Fiscal
Year 2017-18. Continuing areas of focus which are already funded include the Arts & Culture Plan,
public art, increased Community Arts Grants and TGIF Concert improvements. A limited term position
has been requested to assist the Library & Cultural Arts Department in working on staffing, including
talent assessment and development and succession planning. The preliminary budget will be
presented to the City Council May 23, with
a public workshop May 30 and adoption of the budget scheduled for June 13.
FRIENDS OF THE ARTS REPORT
Chair Alter and Commissioner Schmidt reported. TGIF Concert ticket sellers are needed.
Commissioners are encouraged to join the Carlsbad Friends of the Arts and assist where possible. The
annual donation of $25,000 will be presented for City Council acceptance June 27, and will support
Cultural Arts programs and services.
COMMISSION COMMENTS
Commissioners reported on their ongoing and new artistic involvement in the community. Many
commented on attending the City Council meeting in support of Pine Avenue Community Park public
art, the Infinite Light exhibition and with plans to attend TGIF Concerts. Other comments reflected on
interest in the planned cafe at the Dove Library complex and signage at library facilities.
Commissioner Schmidt expressed concern regarding adequate distribution of print media by the
city would like to address this with the city's communications office. She encouraged
commissioner attendance at events to represent the voice of the people to City Council.
Commissioner White would like to see other arts & culture events occurring within to be included in
Arts News, beyond programs presented directly by the city. He described planned improvements to
the building leased to New Village Arts, which is a recipient of a Community Arts Grant from the city.
