PUBLIC COMMENT Harry Wilbur of Carlsbad CA, introduced himself and expressed a possible interest in participating in the Arts Commission. Roni Sue Player of Carlsbad CA, promoted the Carlsbad High School Film Academy and how to use film to promote community between high schools. ELECTION OF ARTS COMMISSION VICE-CHAIR Commissioner Barker was elected vice-chair (5-0-0-2}. MEETING PROTOCOL Carlsbad City Council is revising the municipal code and focusing on Procedure 1.20, City Council Procedure which relates to the boards and commission meeting protocol. Ongoing discussion started last week. There may be procedural expectations set which will apply to boards and commissions. Adjustments will be made for future meeting protocol as directed by the city clerk. GRANTEE UPDATE PRESENTATION-NEW VILLAGE ARTS New Village Art's Executive Artistic Director Kristianne Kurner presented to the commission information related to programs. A community arts grant from the City of Carlsbad helped to sponsor three productions: An Iliad, Awake & Sing and Having Our Say. All three programs were well received by audiences and critics alike. New Village Arts has other programs made possible through the grant funding by the City of Carlsbad and other granting organizations include education outreach to local schools and programs for children, teens and seniors. The programs include a Shakespeare program, Verbitas: a documentary theatre project, Kids Act: weekly acting classes for students ages 4-17, year round camps and Monday Night Live!: an improvisation class for special needs teenagers. New Village Arts is also developing the programs Mindful Theatre, an improvisation class for seniors with Alzheimer's and dementia and Teatro Pueblo Nuevo, a bilingual acting program to celebrate Carlsbad history and make the theatre more accessible to the bilingual community. Commissioners asked about the number of staff and volunteers. Kristianne reported that everything is completed by 5 full time and 8 part time staff. The part time staff are generally front of the house. They also have teaching artists and a few volunteers who generally work as ushers. COMMITIEE ASSIGNMENTS Community Arts Grants Arts Education Review Panel: For 2017 Awards-Commissioners Jadhav and Barker Gallery Advisory Committee-Alter and White Community Arts Grants Organizations Peer Review Panel: For 2017 Awards-Schmidt and Barker Public Art Selection Committee-Breslaw and Markovits ARTS & CULTURE PLAN UPDATE Extending the Arts & Culture Plan survey through Aug. 21 more than doubled the number of surveys received. During this time, some of the City of Carlsbad's Community Arts Grants recipients hosted dialogues including board members and key stake holders. Now that the survey, which was available in English and Spanish, is complete, Lynn Osgood is creating the draft. The following data is being analyzed at this time: Physical Realm, Education, Business, Art in Daily Life, Support Multiple Identities. Along with these themes, some additional areas of focus/ideas/concerns have been identified: Capacity Building, Accessibility, Regional Ties, and Communications. Next will be a series of white papers exploring specific topics. In November, there will be additional community dialogue related to the specific themes address in the white papers. It is hoped that the plan can be taken to Carlsbad City Council during the first quarter of 2018. CHAIR'S REPORT Chair Breslaw offered a thank you to the commissioner for their support in her new position. She attended and worked at TGIF and Cannon Gallery event in correlation with the exhibit Americana. CULTURAL ARTS MA NAG ER REPORT Programming for summer program included the following: Summer Arts Camp included 132 campers and 22 teen camp counselors. The Americana community celebration saw 350 participants, TGIF attendance was 32,000 and Family Open Studios at TGIF had 2991 participants of all ages. The 2017 Invitational reception was for five artists: Robert Barry, Don Fike, Kaori Fukuyama, Elena Lomakin and Allan Morrow. Over 200 attended the reception. The exhibit runs through Oct. 7 with family open studios happening from 11 a.m. to 2 p.m. on the final day. A new season of Foreign Film Fridays launched with "The Salt of Life," a comedy from Italy with over 150 audience members attending each showing. The next film is Sept. 15 showing "The Attorney" a docudrama from South Korea. FRIENDS OF THE ARTS REPORT The Friends did well in sales and memberships. There is a meeting on September 11 after which more will be reported out. COMMISSION COMMENTS Commissioners reported on their ongoing and new artistic involvement in the community, with city leadership and the Carlsbad Chamber of Commerce. Multiple commissioners were involved in volunteering at TGIF selling and tearing opportunity drawing tickets. Some commissioners attended the Arts & Culture Plan focus groups sponsored by grant recipients. Some commissioners would like to see electronic signs throughout the community highlighting upcoming arts and cultural events and Carlsbad TV put to use to highlight local events.
