APPROVAL OF MINUTES:
By proper motion, the minutes of the Arts Commission meeting of Sept. 7, 2017 were approved as
amended (6-0-0-1).

None.
GRANTEE UPDATE PRESENTATION-PLAYWRIGHTS PROJECT
Linnea Searle, Development Manager for Playwrights Project presented an organizational overview
focused on their mission to develop literacy, creativity and communication skills through teaching
children how to write plays. Playwrights Project works in schools, with foster youth, immigrants,
veterans and prison programs. Teaching artist Aleta Barthell shared her experiences and introduced
prize-winning student playwright Aisling Archdeacon who spoke of her positive experience with the
program.
COMMUNITY ARTS GRANTS UPDATE
Community Arts Coordinator Megan Gilby presented an update on the upcoming Community Arts
Grants cycle which opens Oct. ist. Feedback from grantees and comments from the Arts & Culture
Plan surveys and focus groups resulted in changes to the Community Arts Grants process. In the
upcoming grant cycle, new features include an optional three-minute presentation to the grant
selection committee and being present for the committee's discussion.
Two separate grants committees have been formed for arts organizations and arts education. New
categories include capacity building and special opportunities. In response to a question about the
composition of the grants committee, Gilby reported that the committees include two Arts
commissioners and three community members from throughout San Diego County with expertise in
arts and education. The commissioners were encouraged to make recommendations for potential
grants committee members.
APPROVAL OF AN EXTENSION OF LA COSTA FILM FESTIVAL 2017 COMMUNITY ARTS GRANT
Cultural Arts Manager provided a brief update on the status of the grant for the La Costa Film Festival
and recommended an extension of the grant's timeline due to changes within the planning process
for the organization. Michael Callihan, co-founder of La Costa Film Festival, answered questions from
the Arts Commissioners regarding the extension, the cancellation of the 2017 festival and planning
efforts for 2018. The Arts Commission voted against extending the grant through 2018 (3-3-0-1).

A motion was made and seconded asking staff to provide alternate recommendations on the
November agenda for 2017 Community Arts Grant received by La Costa Film Festival. The motion was
approved (5-1-0-1).

CHAIR'S REPORT
Chair Breslaw reminded the commissioners of the Boards and Commissions Appreciation
Dinner on Oct. 12 at The Crossings of Carlsbad.
CULTURAL ARTS MANAGER REPORT
Manager Schultz reminded the Commissioners of the Arts & Economic Summit, hosted by North
County Arts Network (NCAN}, at the California Center for the Arts on Tuesday, Oct. 17, 2017. He also
provided a preview of upcoming events including:
• A closing reception for the Gallery Invitational exhibition on Thursday, Oct. 5, 2017 from 5:00
to 7:00 p.m.
• Foreign Film Fridays presentation of Color of Paradise on Friday, Oct. 6.
• Family Open Studios in the Courtyard on Saturday, Oct. 7 from 11:00 a.m. to 2 p.m.
• Opera Previews begin Saturday, Oct. 14 with Dr. Ron Shaheen's presentation on Pirates of
Penzance by Gilbert & Sullivan.
Recent events included a Saturday, September 30 opening performance of This is Jazz! featuring
Gilbert Castellano and the Young Lions Jazz Conservatory which was well received and the Sculpture
Garden opening of Growth Grove by Diana Markessinis on Sunday, Oct. 2.
The survey results for the Arts & Culture Plan will be released soon. The new timeline is extending the
timetable through early 2018. White papers corresponding to themes will be forthcoming. There will
be a workshop for the Arts Commission in Dec. or Jan.
FRIENDS OF THE ARTS REPORT
None
COMMISSION COMMENTS
Commissioner White announced that the Gala for New Village Arts, a Community Arts Grant recipient,
will be at The Crossings on March 3. Also the organization was nominated for two awards at Oct. 6
Chamber of Commerce Luncheon.

Chair Breslaw adjourned the meeting at 10:30 a.m.
