Chair Cathy Breslaw called the meeting to order at 9:00 a.m.

APPROVAL OF MINUTES:
By proper motion, the minutes of the Arts Commission meeting of Sept. 7, 2017 were approved as
amended (6-0-1-0 Alter abstention).
PUBLIC COMMENT
None
GRANTEE UPDATE PRESENTATION-HOSPICE OF THE NORTH COAST
Jim Reiser, Social Services Manager of Hospice of the North Coast, presented an organizational
overview focused on use of City of Carlsbad Community Arts Grant funds for an arts therapy program
to assist grief recovery. The commissioners expressed support and interest in the program and
shared additional ideas for the use of the expressive arts in dealing with grief.
REVIEW OF THE STAFF RECOMMENDATION FOR THE 2017 COMMUNITY ARTS GRANT TO THE LA
COSTA FILM FESTIVAL

After a thorough discussion, the Arts Commission voted to extend the 2017 Community Arts Grant
for the La Costa Film Festival through 2018 with a fully-executed agreement, in consultation with the
City Attorney's Office that requires repayment of grant funds in the amount of $9,750 if the 2018 La
Costa Film Festival is significantly reduced in scope or cancelled (4-3-0-0).
Ayes: Commissioners Barker, Breslaw, Jadhav and White
Noes: Commissioners Alter, Markovits and Schmidt

CHAIR'S REPORT
Chair Breslaw attended the North County Arts Network (NCAN) Economic Summit and found
it to be a very interesting and useful event and encouraged the other commissioners to get
involved with NCAN.
CULTURAL ARTS MANAGER REPORT
Manager Schultz introduced Mimi Kim, the Cultural Arts Office Administrative Assistant. He reported
recent programs including:
• Family Open Studios for the 2017 Invitation exhibit had over 170 participants involved.
• The Cannon Gallery exhibition "ReTooled: Highlights from the Hechinger Collection" opened
on Oct. 26 with over 100 in attendance. The exhibition runs through Jan. 27, 2018.
• Library & Cultural Arts staff attended an annual in-service training with the topic "Stories
Matter: Storytelling for Personal & Professional Growth."
• Dia de las Muertos event, in conjunction with Parks & Recreation, included an Family Open
Studio on Sunday, October 29 at Leo Carrillo Ranch Historic Park.
• The application deadline for 2018 Community Arts Grants occurred Oct. 30. Thirty~nine grant
applications were received and panels will meet on Nov. 15 and 17 to score the applications.
• Cultural Arts is working with the city's Communications Department to schedule the release of
survey findings and· a series of white papers exploring each of six themes.
Upcoming Events include:
• Foreign Film Fridays is showing Kinky Boots on Friday, Nov. 3 at 4 and 7 p.m. and House of Sand
on Nov. 17.
• This is Jazz! returns with a concert at 2 p.m. on Saturday, Nov. 4 featuring Steph Johnson,
guitarist and composer.

COMMISSION COMMENTS
Commissioners announced the opening of New Village Arts Secret Garden, recommended making the
Cannon Art Gallery a rentable space for events, and discussed the possibility of relocating the Arts
Commission meeting back to City Council Chambers.
Commissioner Barker distributed the official media release from NCAN (North County Arts Network}
which outlined arts events in North County.
