Call to Order
Chair Laurenn Barker called the meeting to order at 9:00 a.m.

Approval of Minutes
The commissioners approved the minutes of Dec. 6, 2018 (3-0-1-2 with Markovits absent and Jadhav
and White abstaining) and approved the minutes of Jan. 10, 2019 (5-0-1-0) with Markovits absent.
Public Comment
None
Meeting Management Training
Trudy Sopp facilitated training in meeting management including roles of the chair and vice -chair,
commissioners and staff liaison and suggestions for effective public involvement. Commissioners
participated in the discussion related to the topics discussed.
Introduction of Community Arts Coordinator (Arts Education) Laurette Garner
Laurette Garner, the newest member of the arts office staff, introduced herself to the commission. She
has a master's degree in arts administration and a background in the arts. She has worked for a variety
of arts organizations. The commissioners took the opportunity to ask questions and welcome Laurette.
Budget Process Overview
Cultural Arts Manager Richard Schultz presented the process that the staff is currently working on with
preparing the budget for 2019/2020. The city is changing from a block budget strategy to a base budget
strategy. Manager Schultz presented the timeline and budget requests that will be made this year.
Commissioners asked questions related to staffing levels, efficiency matters, coordination with other
departments, support of the city council, the top ten priorities and timelines.
Chair Report
Chair Barker wants the commissioners to be more involved in the implementation of the new initiatives.
She would like the business outreach committee to be moved up in the timeline and priorities. Chair
Barker asked the commissioners to turn in their individual biographies, so they can be compiled and
shared with fellow commissioners and staff as a way of understanding talent, knowledge and expertise
for use in sub -committees. Chair Barker thanked commissioner Breslaw who resigned this month. A
discussion ensued about when the vacant position will be filled.
Cultural Arts Office Report
Manager Schultz thanked Cathy Breslaw for her service on the Arts Commission.
A new session for ethics training for boards and commission members has been announced.
Commissioners Barker, Markovits and White are due for training.
The venue feasibility RFP received seven proposals. The Cultural Arts Department is in the process of
choosing a vendor and getting started on the agreement for the chosen vendor. It is hoped that the
process will be a quick and the study will be completed before the end of the fiscal year.
Work has started on the completion of the Pine Ave public art project with a concrete pad, reinstallation
of a fountain, repair of the willow dome and relocation of the bench.
A discussion is beginning on sub -committees. The workplan is also something that we will begin soon.
A new mural is being planned for Cole Library. The public art committee will be asked to participate in
the selection process.
Commissioners will be sent a template for completing their biographies.
Commission Comments
Commissioners reported out on their advocacy efforts which included announcements about New
Village Arts newest production, Smokey Joe's Cafe and their upcoming Gala fund raiser, the Gold
Certification process for Carlsbad High School Film Academy and the Carlsbad Art Wall. Commissioners
also announced some of their own personal work they are doing in the Carlsbad art scene.

Chair Barker adjourned the meeting at 10:52
