BEACH EROSION COMMITTEE
Summary of the Organizing Meeting - Thursday, September 5, 1985, Council Chambers.
All members of the committee were present. Member Vehil arrived at approximately
6:45 p.m.
In opening remarks, Council Member Pettine thanked the committee members for
participating. He explained that he wanted the committee to take a leadership
role in Carlsbad by becoming experts in the many aspects of beach erosion and
possible solutions.
Gene Donovan welcomed the members, introduced himself and staff member Elizabeth
Fairchild, then asked members of the committee to introduce themselves. He then
asked the committee to nominate a chairperson.
Mario Monroy was unanimously elected chairman of the committee.
A videotape of the slide show "Beach Erosion: The Problem" was shown to give the
committee an overview of Carlsbad's beach erosion concerns.
Members discussed suggested procedures for the committee and voted unanimously to
accept the attached procedures.
In a general discussion, members expressed interest in having presentations from
a variety of speakers including Army Corps of Engineers, Scripps Institute of
Oceanography. The committee wants to get a historical perspective on the problem,
get a survey of the current status of active projects and investigate short and
long-term solutions.
One of the main items for the September 19 meeting will be setting the goals and
objectives for the committee. Elizabeth Fairchild agreed to arrange for a speaker
for the September 19 meeting, preferably someone from the Army Corps of Engineers.
Agenda packets will be mailed to committee members on Friday prior to the meetings
or delivered by Monday afternoon.
Next meeting September 19, 1985, at 6:00 p.m. Staff will notify the committee
members of the exact location.

SUGGESTED PROCEDURAL GUIDELINES
1. Members are expected to attend all meetings. Any member who
misses three (3) meetings will be replaced by a designated
alternate.
2. Any member who is unable to attend a regularly scheduled
meeting will be required to notify the Engineering Department
in advance.
3. Meetings will be held in the City Council Chambers or Library
Conference room from 6:00 - 8:00 P.M. on the first and third
Thursday of each month.
4. All meetings are open to the public but the public will not
be allowed to participate in discussion. Exception: During
the last half-hour of each meeting, the public will be
invited to make brief statements which may be scheduled for
further discussion.
5. The agenda for each committee meeting will be prepared by the
Engineering Department and only items on the agenda may be
discussed. Agenda packets will be distributed to each com-
mittee member on Monday afternoon proceeding each meeting.
6. A Beach Erosion library will be established and maintained in
the Engineering Department for use by the committee.
7. Members of the City staff and Council will be welcome to
attend meetings, they may not participate in discussions or
vote on matters before the committee.
