HomeMy WebLinkAbout1985-09-19; Beach Preservation Committee; MinutesMINUTES BEACH EROSION COMMITTEE Summary of the meeting - Thursday, September 19, 1985 La Costa Branch Library All members of the committee were present. Also in attendance were City Engi- neer, Gene Donovan, and staff members Elizabeth Fairchild and Mike Brooks. Minutes were approved as read for the meeting of September 5, 1985. Mario Monroy, Chairman of the committee presided. Meeting proceeded with a discussion of how the committee might approach the workload and ascertain the goals and objectives to be undertaken during the next 5-1/2 months. Suggestion was made that two committees might be formed with one concentrating on Beach Erosion and the other on Bluff Erosion. Suggestion was made that a complete inventory of beach and bluff problems be made in order to help define the scope of work. Committee agreed that understanding the overall picture was the main reguirement for problem resolution. It was suggested that regular progress reports should be forwarded to the City Council. A motion was made and seconded with the following context: Goals and objectives generally would be as expressed in the Council's agenda bill and the chief effort at this time would be for the committee as a whole to identify as many erosion related problems as possible. Motion passed 7-0. Three primary goals were proposed: 1. Identify the beach erosion problems of Carlsbad. 2. Identify the historical events related to the Carlsbad beaches. 3. Study the beach dynamics of the Carlsbad beaches. At 7:00 Ron Flick, Oceanographer for the California Department of Boating and Waterways assigned to Scripps Institute of Oceanography, presented a slide show on "Sea Level and Its Effect on Beaches and Erosion". Mr. Flick gave a brief overview of the department's study projects for 1985-86 and a technical discus- sion of sea level problems. He showed how the storms of 1982-83 were a combination of several coincidental conditions: Beach Erosion Committee Minutes September 19, 1985 Page: 2 1. El Nino 2. High winter tides 3. Unusual hurricane patterns 4. Increase in mean sea level Request was made to obtain the U. S. Corps of Engineers Manual on Shore Protection. Request was made to have a bluff protection specialist, possibly from the Corps of Engineers, come and speak to the committee. There was a question as to what is the prime item of importance, putting sand on the beaches and replenishing that sand yearly, or building sea walls to protect the bluffs. Committee agreed that a long-term program was needed on erosion with a priori- tized list of steps to be taken to correct the problem. NOTE: Committee moved, 5 - 0, to meet next week on Thursday at 3:30 pm in the Council Chambers conference room to dicuss the bluff storm drain prob- lems with Principal Civil Engineer Richard Allen, followed by a tour of the Carlsbad beaches to review the existing problems first hand. City to arrange transportation for the tour. Mario Monroy and John Gray will attend the erosion seminar October 24 - 26 in Santa Barbara. Gene Donovan may also attend. Committee expressed interest in having a report from the City of Oceanside on the new sand by-pass system.
