BEACH EROSION COMMITTEE
Summary of the meeting - November 21, 1985
Council Chambers
6,Meeting was called to order at/7:00 P.M.
Members Present: John Gray, Sally Vigil, Bob Johnson, Stephen Jensen and
Mario Monroy-
Members Absent : Jack Gulshen and Ed Martinet
The minutes were approved as corrected.
A. "Page 2 - 270,000 cu. yds. of sand annually".
B. "56 miles of groins in the littoral cell".
Two members are resigning - Bob Johnson and Jack Gulshen. They will
be reported to the Council December 3rd to be replaced.
Bob Johnson is coming to work for the City of Carlsbad and will continue
monitoring the committee for Gene Donovan.
Due to absences, the committee would appreciate its members notifying
Mario Monroy when they are going to be absent by making a call before
the next meeting.
Committee is concerned that another member may resign or be unavailable.
Mario pointed out that a topic which has not been covered by a committee
member for review was the effect of the weather in the next X^ years
versus the past X^ years.
The committee is in agreement that relevant facts and reports should
be documented basically from expert testimonies that the committee
has received.
Context of the report to the City Council was discussed. General consensus
was that the report should do the following:
A. Identify the problems.
B. Recommend solutions without trying to be technical.
C. Make suggestions to obtain funding.
Sally Vigil was concerned that there were too many fragmented groups
trying to form committees or organizations that will be ineffectual
and compete too selfishly for the limited funds available.
It was suggested that at the first meeting or at Mrs. Kulchin's
convenience, she be invited to attend to discuss BEACH, along with
the speaker who is already scheduled, Bill Byson of SDG&E.
Good positive response has been received from the area legislators
regarding the funding of erosion on beach problem projects.
Councilman Chick attended the meeting to voice his concern about
the Batiquitos Lagoon project with the California State Coastal
Conservancy and the Port of Los Angeles.
Mario asked whether the sale of sand by the Hunt Brothers was implied
on page 31 of the report and if the Hunt Brothers were of the opinion
that they own the sand. Mr. Chick says they do feel that they own the
sand.
The Department of Fish and Game will probably ask the Hunts to dedicate
the lagoon to them. The Hunts will probably use the value of the sand
to trade for concessions in the way they develop the property. A
challenge to the ownership of the sand could delay the development of
the lagoon for years.
Next meeting to adopt a plan for the lagoon will be Tuesday,. November
26, 1985. Actual enhancement of the lagoon must be done concurrently
with the project in the L.A. Harbor, which means next June or July with
the City of Carlsbad tentatively handling the administration of the
Batiquitos Lagoon contracts.
Mr. Chick was confident that the cost of the dredging, the disposition
of sand, and the maintenance of the lagoon were costs that will be
resolved by the Port of Los Angeles and the State of California.
Mr. Chick asks the committee to support, as a minimum, Plan 3 and would
like a letter of support to the Council to push for that plan.
A motion was made, that solely from a beach erosion standpoint, the Beach
Erosion Committee favors a plan which puts the most amount of sand on
Carlsbads beaches obtained from the Batiquitos Lagoon dredging project.
Motion carried 5-0.
The next meetings will be held December 5th and 12th. No meeting will be
held on December 19th due to conflicts.
The meeting adjourned at 8:10 P.M.
