BEACH EROSION COMMITTEE
Summary of the meeting - Thursday, December 5, 1985

Members Present: Mario Monroy, Ed Martinet, John Gray, Sally
Vigil, Steve Jensen
The meeting was called to order at 6:00 PM. Minutes were read
and approved.
The committee discussed the Batiquitos Lagoon agreement. Mario
Monroy believed that the earliest an agreement would be signed
would be in January. He asked staff to find out when this might
be on the agenda.
Mario Monroy remarked that there is no one on the City's current
staff who is able to handle the relocation of the Batiquitos
sand. He suggested preparing a letter suggesting City Council
assign a least one person on staff to develop a plan for what to
do when dredging takes place, including permits and environmental
impacts. Ed Martinet agreed that the City should become involved
as soon as possible. The committee unanimously agreed that a
letter should be prepared.
In lieu of the program (the scheduled speaker did not attend the
meeting), John Gray gave a report on his tour of the SDG&E
dredge. The recent sand in the lagoon seems to be coming from
Oceanside; it is not silt. The dredge may be available for
cont ract.
Jeff Bunnell, the City's project manager on the seawall, gave an
update on the project to the committee.
The E.I.R. for the seawall will go before the Planning Commission
on December 11 for approval. Approval for the design consultant
is expected to be on the December 17 Council agenda.
The seawall will run approximately 4500 feet north from the north
end of the Tamarack parking lot to Oak Street. Permits from the
Coastal Commission, the U. S. Army Corps of Engineeers and a
state land permit are yet to be obtained.
The committee began discussing the effects of weather on
shoreline erosion. It was suggested that staff obtain a weather
expert to speak at a future meeting.

There was a general consensus that sand is needed on the beaches,
but without some means of holding it in place, the sand will
eventually disappear. Historically, Carlsbad has had a small
beach. Can we expand our beach? Discussion ensued about what
BEACh will do. Should the committee present what they think is
necessary? BEACh may have the political clout to get the
necessary funding.
Ed Martinet felt that we need to present stong arguments to build
a good beach. If the beach isn't of sufficient size, it won't be
good protection.
The committee wants to know what time frame they have to work in
to put sand on the beach from Batiquitos. Whatever is decided,
it must be emphasized that sand restoration and beach protection
is a long term project. The City needs to start working on it
now. Someone will have to decide how much money there is to
spend. We need an integrated program.
The committee asked that staff arrange to have Bill Dyson from
SDG&E speak at the meeting on December 12. Meeting was adjourned
at 7:50 PM.
