BEACH EROSION COMMITTEE
Summary of the meeting - Thursday, January 9, 1986
City Council Chambers - 6:00 P.M.
Members Present: Mario Monroy, Sally Vigil, John Gray, Gary
Nessim, David Castel, Alternate Pearl Johnson and City staff
members Bob Johnson, Gary Wayne and Mike Brooks.
Members Absent: Steve Jensen and Ed Martinet.
The minutes from the prior meeting were not amended or approved.
The meeting was unofficially opened at 6:00 P.M. with the intro-
duction of the guest speaker, Dr. Ed Aguardo, Professor of
Geography at San Diego State University, Meterologist and Clima-
tologist. Dr. Aguardo presented a chart of the annual rainfall
history from 1850 to 1984. He stated that there is no
appreciable trend in history to indicate that there will be more
rain in the future. He also told us that the jet stream has no
significant affect on the overall rainfall and that El Nino's
relationship to rainfall is only a condition, not a trend. There
are unpredictable cases where extreme conditions may occur that
will cause critical situations. There does not appear to be any
relationship from year to year as to what may happen during any
given month. The chart provided showing rainfall each year did
not relate directly to high wind conditions or severity of storm
or inch fall per day. Dr. Aguardo concluded his discussion by
stating that other than for some relationship on a long term
basis, the predictability of weather is not a highly relevent
factor for erosion control. Gary Wayne (RAG) also made comments
on this subject.
The new members of the committee were introduced. Gary Nessim
who lives in south Carlsbad is a real estate agent interested in
beach changes and the use of Batiquitos Lagoon. David Castel
also lives in south Carlsbad and is interested in beach and wave
studies due to where he lives and his work at Scripps.
Copies of Dana Whitson's report about Oceanside were requested to
be sent to all the members of the committee.

Mario Monroy gave a brief review of the committee accomplishments
to date and the hopeful results of the studies undertaken. He
also reiterated that the committee had recommended that (1) the
City join the BEACh organization and (2) that the City form an
interdisciplinary group from the staff to monitor beach and
erosion problems.
The committee proceeded to review, with the new members, all the
possible methods of sand retention and the ramifications of their
uses. Mario pointed out that the committee doesn't have the
expertise to recommend any specific recommendations, but should
try to give general direction to the City that there are certain
areas which need attention, the problems related to correct these
problems, and what is missing to supply data.
The next scheduled meeting of the Beach Erosion Committee (a work
session on the report to the City Council) is tentatively set for
January 23, 1986 at 6:00 P.M. at the La Costa Library.
