BEACH EROSION COMMITTEE
Summary of the meeting - Thursday, January 16, 1986
La Costa Library Conference
Room - 6:00 P.M.
Members Present: Mario Monroy, Sally Vigil, John Gray, Gary
Nessim, David Castel, and Pearl Johnson.
City staff members present were Bob Johnson and Mike Brooks.
Members Absent: Steve Jensen and Ed Martinet.
The minutes of the two previous meetings were amended and
approved.
The meeting was officially opened at 6:00 P.M. by the Chairman,
Mario Monroy. Mr. Monroy announced that Mr. Martinet has
resigned and asked the committee to accept his resignation with
regret. The committee did so and also replaced Mr. Martinet with
Mrs. Pearl Johnson, the official alternate member.
The progress of ratification of the joint powers agreement for
BEACh was updated with approvals by Del Mar, Oceanside and
Carlsbad reported. Soon to follow are San Diego and San Diego
County, but there may be problems with the areas to the north,
namely Dana Point and Orange County.
Mario also reported on the progress of the Batiquitos Lagoon
dredging project and the possible placement of sand on the
beaches by that project. The chief concern was that interests in
the southern beach area of the city may want to place a
disproportionate amount of sand in this area. Monroy showed
contours of Carlsbad beaches which indicate that southern beaches
are much steeper than those at the north end. He is quite
concerned whether the sand will stay on the southern beaches
because of their high angles. Sammis Properties will contact
Scripps on a consultant basis to learn Scripps opinion as to
where the sand should be placed on Carlsbad beaches.

The committee entered into a work session on the future report to
the City Council with a general outline being presented for
discussion by Chairman Monroy.
After considerable discussion on the outline and the subject
matter to be covered, the committee was split into groups to
cover the various sections. Reports are to be drafted for
appraisal at the next meeting.
The next scheduled meeting of the Beach Erosion Committee is
another work session in the City Council Conference Room at 6:00
P.M. on Thursday, February 6th.
