Members Present: Mario Monroy, John Gray, Gary Nessim, and David Castel. City Staff Present: Bob Johnson. Members Absent: Steve Jensen, Sally Vigil and Pearl Johnson The meeting officially opened at 6:00 P.M. The minutes from the previous meeting were approved. Mario Monroy discussed in general that: 1. Carlsbad beaches were fairly stable until 1978 and since then beach erosion problems have occurred. 2. Return of sand from offshore source has not been occurring since the 1982-83 storms. 3. Data is not available to account for what is happening within limits of Carlsbad beaches in terms of loss or gain of sand on beaches. 4. The only type of bluff protection that is practical is a sea wall. 5. For beach protection, a breakwater may be practical since it would encourage beach nourishment. 6. There are places where groins may be required. 7. Surfers and others may oppose construction of physical features in the ocean. 8. The beach erosion problem is a political problem. David Castel stated that the committee wasn't in a position to be able to recommend groins, breakwaters, etc., but that a study by experts in the field of erosion should be the ones to recommend specific solutions to the problems that Carlsbad beaches have. He stated also that there have been cycles of beach erosion since at least 1944-45 and problems have existed along the littoral cell since at least that time. MINUTES BEACH EROSION COMMITTEE February 20, 1986 Page: 2 Considerable discussion took place on the effects of an offshore breakwater on reducing wave energy, providing sand, etc. The issue of cost effectiveness was discussed. Mario stated that the committee should recommend to the City Council that money be put into the 1986-87 budget to perform beach profile surveys. David Castel indicated a willingness to report back to Mario in an informal manner the amount of money such a study may cost and the work program needed to gather data. The committee discussed in general the need to expand such a survey to include studying where sand is coming from and to monitor the movement of sand. The committee discussed at length whether to list mitigation measures available to solve beach erosion, together with disadvantages and advantages, in the final report. The consensus was to present options in the report, but not to place a ranking weight to each option.
