BEACH EROSION COMMITTEE

Chairman Monroy opened the meeting at 6:00 p.m. The minutes from
the meeting of December 3, 1986 were accepted, reviewed and
approved by the Committee.
Chairman Monroy introduced Ms. Dana Whitson from the City of
Oceanside.
Ms. Whitson provided the members of the committee with an update
on the Corps of Engineers Oceanside Harbor project. Ms. Whitson
described in general terms the history of the project including
its financing mechanisms, objectives, and current operational
status. The major dredging of the harbor has been completed by
the Corps of Engineers. The equipment including the fixed and
portable jet pumps and pipeline for the bypass have been
installed; testing of the equipment is tentatively scheduled to
begin in March of 1987. Full system operation will begin later
this year.
Ms. Whitson went on to explain that the bypass is intended to
provide continuous maintenance to the entrance of the Oceanside
Harbor channel which serves both military needs at Camp Pendleton
and recreational and commercial interests of the City of
Oceanside. It is believed that if successful, the bypass will
accomplish two (2) important objectives: first, to provide
continuous and cost efficient maintenance of the harbor; and
second, to facilitate transport of sand from north to south by
mechanically bypassing sand from the harbor to southern Oceanside
beaches.
The bypass project is intended to operate for a period of five
(5) years and include sand migration and retention monitoring in
and around the mouth of the Oceanside Harbor. Additionally,
annual beach profiles and semi-annual harbor surveys will be
undertaken. At the suggestion of Chairman Monroy, the Committee
will make a formal request of the Corps of Engineers and the City
of Oceanside to receive copies of all data produced from this
p roject.
Following Ms. Whitson's presentation, there was considerable
discussion among the Committee members concerning the importance
of beginning Carlsbad's monitoring profile program as soon as
possible. There was general agreement that Carlsbad's data
gathering program should coincide with the beginning of operation
of the Oceanside bypass project in an effort to determine from
the very beginning of the project any affects upon sand migration
to Carlsbad beaches. Additionally, as pointed out by John Gray,
the timing of the data gathering program is critical to making a
future recommendation to the placement of sand to be generated
from the Batiquitos Lagoon Enhancement Project.
John Cahill provided the members of the Committee with
information concerning the City's procedures for the selection of
consultant services. The Committee discussed several different
approaches to assembling a request for proposal document. It was
agreed following this discussion that Chairman Monroy will meet
with John Cahill and prepare a draft request for proposal
document for the Committee to review at its next meeting. David
Castel will assemble and forward to John Cahill a list of names
and addresses of potential firms and individuals in the industry
specializing in this type of service. The Committee will solicit
proposals, review submitted materials, interview prospective
consultants and make a recommendation to the City Council for the
retention of a qualified firm to perform the sand survey and
beach profile data gathering program.
At the request of Sally Vigil, the Committee will extend an
invitation to Mr. David Skelly of Scripps Institute to meet with
the Committee at a future date. Gary Nessim requested that the
Committee discuss the subject of a sand distribution plan at its
next meeting. Chairman Monroy requested additional contact be
made with Mr. Vernon Hall of the Port of Los Angeles to schedule
a presentation concerning the status of the Batiquitos Lagoon
Enhancement Project.
Chairman Monroy pointed out that the Committee has one (1) vacant
position available and requested recommendations from the members
for anyone interested in serving on the Committee.
Chairman Monroy suggested and the Committee agreed to meet next
on Thursday, March 19, 1987 beginning at 6:00 p.m. in the
Conference Room at the City's Community Development Building,

2075 Las Palmas Drive, Carlsbad. At that time, among other
agenda items the Committee will review the draft request for
proposal document and establish the schedule and format for the
consultant selection process.
The meeting was adjourned by Chairman Monroy at 8:40 p.m.
