BEACH EROSION COMMITTEE
MARCH 25, 1987 6:00 P.M. CONFERENCE ROOM, COMMUNITY
DEVELOPMENT BUILDING, 2075 LAS PALMAS DRIVE, CARLSBAD

Chairman Monroy opened the meeting at 6:00 p.m. The minutes from
the meeting of February 18, 1987 were accepted, reviewed and
approved by the Committee.
Chairman Monroy introduced Mr. R. David Copley, a guest of Sally
Vigil. Mr. Copley expressed interest in filling the current
vacancy on the Beach Erosion Committee. Mr. Copley was
recommended to sumbit the City's application for Committee
vacancies and to return it to the City Clerk's office for
processing and review and action by the City Council.
John Cahill distributed information concerning the upcoming Coast
of California Storm and Tidal Waves Conference to be held Friday,
May 1, 1987 at the Hotel del Coronado. All members of the
Committee expressed interest in attending. John Cahill will have
the applications and registration fees for all Committee members
forwarded to SANDAG, who is sponsoring the conference.
Registration confirmation will be forwarded to the members of the
Committee for the May 1st conference in mid-April.
Item 2 on the agenda, an update on the Batiquitos Lagoon
Enhancement Project, was postponed to the next Committee meeting
since Gary Wayne was out of town on other City business and was
not available at this meeting. Chairman Monroy briefed the
Committee concerning his understanding and familiarity with the
work of the Batiquitos Lagoon Enhancement Project to date.

Items 3 and 4 on the agenda involved a discussion of the draft
Requests for Proposals for a Carlsbad sand survey and beach
profile data program. There was considerable Committee
discussion among all members concerning the program objectives
and responsibilities of the potential consultant to the City.
David Castel and Chairman Monroy briefed the members of the
Committee concerning the Corps of Engineers data gathering
activities in the area and recommended Carlsbad's program be
performed concurrent with the work of the Corps. Additionally,
there was discussion concerning the relationship of the City's
program objectives and its ability to monitor any potential
effects from the Oceanside Harbor Bypass project. The following
frequency of surveys was generally agreed upon: first, eleven
(11) wading surveys semi-annually to be performed concurrently
with Corps of Engineers surveys, second, four (4) boat surveys
semi-annually with profiles to approximately ten (10) meters.
Additionally, the consultant should be available to the City on a
time and materials basis to respond to major coastal events and
perform related studies as required.
It was agreed that Chairman Monroy and John Cahill would meet
with Gary Wayne and discuss the specifics of the Request for
Proposals and distribute the program proposals to potential
coastal engineering consultants as soon as available. The
proposals will incorporate the Committee discussion of this item.
The next Committee meeting will involve a review of the submitted
proposals by potential consultants and a recommendation to the
City Council of the selection of a coastal engineering firm for
this program.
Chairman Monroy will be contacting the City Library's Reference
Department concerning on-line searching for beach erosion and
Corps of Engineers studies of San Diego, Oceanside, and Carlsbad
beaches. The objective in this effort is to create a central
resource within the City for beach erosion information and
assemble the numerous data sources and studies potentially
affecting Carlsbad beaches.
John Cahill informed the Committee that the Municipal Projects
Department had contracted with Rick Engineering to provide aerial
photographs of display size and quality of Carlsbad's beach area
from Cannon Road south to La Costa Avenue for use on another
project. These displays were to be delivered to the City
approximately June 15th. The displays will be available for
Committee reference.
Item 5 on the agenda concerning a discussion of a proposed sand
distribution program was postponed due to Gary Nessim's absence
from this Committee meeting.

Chairman Monroy suggested and the Committee agreed that the next
Committee meeting would be held when the responses to the
consultant proposals are returned to the City.
The meeting was adjourned by Chairman Monroy at 7:45 p.m.
