MEETING MINUTES
MEETING DATE: FEBRUARY 4, 1988
The Carlsbad Beach Erosion Committee was called to order by
Chairman Monroy at 6:00 p.m., Thursday, February 4, 1988, in the
City Council Chambers, City of Carlsbad, 1200 Elm Avenue,
Carlsbad.

Committee member David Castel announced that he had recently
moved his residence to Rancho Santa Fe and, therefore, outside
the Carlsbad city limits. Mr. Castel indicated that he
regretfully must resign from the Committee. Chairman Monroy
requested John Cahill notify Mayor Lewis via City Manager
Patchett of the resignation of Mr. Castel. The Committee,
therefore, has a vacant position for the balance of Mr. Castel's
term.
AGENDA TOPICS
Chairman Monroy next introduced Dr. Choule Sonu, President of
Tekmarine, Incorporated, who made a presentation to the
Committee concerning the results of the Fall, 1987, Carlsbad
Sand Survey and Beach Profile Data Gathering Program. The
results of Dr. Sonu's Fall profiles indicate very little
change from 1983 post-storm profiles produced by the Corps of
Engineers. The indication is that five (5) years later, the
Carlsbad beaches have still not recovered. After some
discussion, Dr. Sonu presented the results of a Corps of
Engineers jet-probing study which Tekmarine recently
completed which measures sand depths at the mean low low
water (MLLW) level. Sand depths in Carlsbad were in some
cases unmeasurable indicating the seriousness of the beach
problem in Carlsbad. Additionally, Dr. Sonu addressed the
results of two (2) recently completed beach reconnaissance
trips. Also, the post-January 16th/17th/18th storm survey
was recently completed by Tekmarine with results to be
available immediately following analysis by Tekmarine. The
Spring, 1988 Carlsbad surveys will be coordinated with those
performed by the Corps of Engineers sometime in April. Dr.
Sonu will return in May of 1988 and present the findings of
the Spring profiles. Dr. Sonu presented slides and
performance data of several different offshore breakwater and
reef systems in place in Japan and Europe. Dr. Sonu
indicated that beach erosion is a worldwide problem and
various countries are continuing research and experimental
projects to deal with the erosiveness of coastal shorelines.
2. Chairman Monroy, members John Gray and Pearl Johnson, and
John Cahill of City staff briefed the group concerning the
January 6th tour of the Oceanside Harbor Sand Bypass Project.
Members of the Committee expressed their deep concerns about
the status of this project since the sand bypass, if
operational, will theoretically provide some relief, although
as yet unmeasurable, to the sand lost from the littoral drift
as a result of the harbor. Chairman Monroy suggested the
Committee continue to follow the status of the Oceanside
Harbor Sand Bypass Project with interest.
3. Committee member David Copley was out of town and, therefore,
not in attendance at this meeting to discuss the subject of
the Agua Hedionda/SDG&E lagoon flushing simulation. This
item was, therefore, postponed until the next Committee
meeting.
4. John Cahill of City staff updated the Committee on the status
of the City delegation's upcoming trip to Washington, D.C.,
the week of February 15th through 19th to meet with U.S. Army
Corps of Engineers personnel and Congressional
representatives concerning Carlsbad beach erosion. A summary
of these meetings will be an item for the next Committee
agenda.
5. John Cahill of City staff updated the Committee on the status
of the Batiquitos Lagoon Enhancement Project. The draft
final report of the preliminary engineering phase of the
project is due in Carlsbad approximately February llth.
Copies of the draft report will be forwarded to the Committee
members in late February. The Committee will be formally
invited to attend the consultant's presentations to the
Batiquitos Lagoon Advisory Committee and City Council
tentatively set for early March. Also, the upcoming project
EIR will require a public hearing scoping meeting. The
Committee will also be formally invited to attend this very
important scoping meeting.
6. John Cahill of City staff updated the Committee on the status
of the State of California, Department of Fish and Game's
proposal to site an offshore artificial reef along the
Carlsbad coastline. The Committee will be kept informed of
the status of this proposed project as it develops. State
Fish and Game will fund all costs associated with the
project, estimated to be approximately $300,000. The City
has retained Tekmarine to assist Fish and Game in siting the
reef, perform related investigative work, and otherwise
represent the City's interests in this project. Total City
expense for this work is approximately $7,800. Fish and
Game personnel have indicated a target date of November,
1988, for installation of the reef.
7. Committee members discussed future agendas and discussion
topics. Sally Vigil expressed interest in inviting Mr.
Skelly from the Scripps Institute of Oceanography. Chairman
Monroy informed the Committee that Mr. Don Spencer of the
Corps, Los Angeles District Office, will be available for a
future meeting. In response to an inquiry from the general
public concerning the potential for the placement of
artificial seaweed, the Committee as a whole expressed the
position that artificial seaweed had been previously studied
by the Committee and was not recommended for further
investigation. Committee members expressed doubts, due to
the lack of scientific study and a track record of
successful placement, as to the viability of this approach.
The meeting was adjourned by Chairman Monroy at 8:55 p.m. to
Thursday, March 3, 1988.
