HomeMy WebLinkAbout1988-03-03; Beach Preservation Committee; MinutesCARLSBAD BEACH EROSION COMMITTEE MEETING MINUTES MEETING DATE: MARCH 3, 1988 The Carlsbad Beach Erosion Committee was called to order by Chairman Monroy at 6:00 p.m., Thursday, March 3, 1988, in the Engineering Conference Room, Community Development Building, City of Carlsbad, 2075 Las Palmas Drive, Carlsbad. Members in attendance: Members absent: Mario Monroy, Chairman David Copley John Gray Sally Vigil Gary Nessim Pearl E. Johnson Council members in attendance: Ann J. Kulchin, Mayor Pro Tern City staff in attendance: John Cahill, Municipal Projects Manager Frank Mannen, Assistant City Manager Guests: Neil Sybert, San Diego Gas & Electric Company Pat White, League of Women Voters Chairman Monroy indicated the City Council is receiving applications for the current vacancy on the Beach Erosion Committee due to the resignation of former member David Castel. The City Council has tentatively scheduled consideration of filling this vacancy at their meeting of March 8, 1988. Chairman Monroy introduced Pat White representing the League of Women Voters who will be attending future Committee meetings for information and interest on the part of the League. AGENDA TOPICS 1. Ann Kulchin, Mayor Pro Tern, briefed the Committee on the recent Carlsbad delegation trip to Washington, D.C. Carlsbad representatives consisted of the Mayor Pro Tern, Mario Monroy, Chairman, Beach Erosion Committee, and John Cahill, Municipal Projects Manager. The Mayor Pro Tern, thereafter, presented the slide presentation concerning Carlsbad beach erosion to the Committee. There was considerable discussion following the slide presentation concerning future steps involving the Los Angeles District office of the Corps of Engineers and future investigations into Carlsbad beach erosion. Chairman Monroy relayed to the Committee his perceptions during the Washington, D.C. meetings and the critical importance of future work with the Corps. 2. Chairman Monroy described in detail his observations and research in the area of sand migration impacts with respect to SDG&E's plant operations in the Agua Hedionda Lagoon. There was considerable discussion among the members of the Committee concerning the previous and current dredging requirements of the western basin of the lagoon. There was also discussion of the historical development of the plant with respect to Units 1, 2, and 3 and the later development and bringing on-line of Units 4 and 5. Chairman Monroy used slides and aerial photographs of the Agua Hedionda Lagoon basins to illustrate the impacts of sand buildup within the central basin and immediately east of Interstate 5 within the eastern basin. The City leases the eastern basin from SDG&E for recreational purposes and has experienced a gradual but steady buildup of material forming an emerging sandbar limiting recreational use and posing a liability risk. Chairman Monroy, as well as other members of the Committee, theorize that this buildup may be due to inefficient tidal flushing from the cold water inlet jetty easterly, as well as the entire circulation pattern within the western basin. There was considerable discussion of this issue among members John Gray, Gary Nessim, Chairman Monroy and SDG&E representative Neil Sybert. It was concluded that this is an issue of mutual interest and concern to both the City and SDG&E. The Committee decided to continue this item on their April agenda for further discussion. John Cahill, of City staff, was directed to contact the City's consultant, Dr. Choule Sonu of Tekmarine, Incorporated, and inquire as to Dr. Sonu's perceptions and observations of these issues in and around Agua Hedionda Lagoon. Additionally, it was suggested the Committee contact Dr. Ron Flick of Scripps' Institute of Oceanography, as the State of California, Department of Boating and Waterways oceanographer for this area, and ask that he look into this situation. The Committee concluded discussion on this item by expressing their recommendation that the City and SDG&E work together in the study of this matter. 3. Sally Vigil was unable to be present at this meeting and, therefore, the specific questions and discussion topics for Mr. Skelly of Scripps1 were not discussed in detail. It was agreed, however, that Mr. Skelly would be invited to the April meeting for a discussion of his observations of Beach Erosion along the Carlsbad coastline. 4. The Committee was reminded of the upcoming Batiquitos Lagoon Enhancement Project status report scheduled for Tuesday, March 8, 1988 at 1:30 p.m. at the Safety Center and again at 6:00 p.m. at the City Council Chambers. The meeting was adjourned by Chairman Monroy at 8:00 p.m., Thursday, March 3, 1988 to Thursday, April 7, 1988 beginning at 6:00 p.m. in the Community Development Building, City of Carlsbad. JOHIKJ.
