HomeMy WebLinkAbout1988-04-07; Beach Preservation Committee; MinutesCARLSBAD BEACH EROSION COMMITTEE MEETING MINUTES MEETING DATE: APRIL 7, 1988 The Carlsbad Beach Erosion Committee was called to order by Chairman Monroy at 6:00 p.m. Thursday, April 7, 1988, in the City Council Chambers, 1200 Elm Avenue, Carlsbad, California. Members in Attendance: Members Absent: Mario Monroy, Chairman None Sally Vigil David Copley Hugh Vickery Gary Nessim Pearl Johnson John Gray City Staff in Attendance: John Cahill, Municipal Projects Manager Guests in Attendance: Neil Sybert, San Diego Gas & Electric Company Pat White, League of Women Voters Dave Skelly, Scripps Institute of Oceanography Consultants in Attendance: Dr. Choule Sonu, Tekmarine Inc. Chairman Monroy introduced the meeting minutes of March 3, 1988, which were subsequently reviewed and approved by the Committee members. Chairman Monroy introduced Mr. Hugh Vickery who was recently appointed by the Carlsbad City Council to the position on the Carlsbad Beach Erosion Committee recently vacated by Mr. David Castel. AGENDA TOPICS 1. There was discussion from the Committee concerning a proposed City and SDG&E joint study of Agua Hedionda Lagoon. Chairman Monroy outlined several issues with respect to water circulation, sand retention and littoral drift impacts potentially influenced by the existing western basin configuration and jetty system. Chairman Monroy displayed several charts and graphs of the eastern and western basins of Agua Hedionda Lagoon depicting bottom depths and runoff influences from adjacent agricultural uses. Beach Erosion Committee Meeting Minutes April 7, 1988 Page 2 After considerable discussion, the majority of the Committee voted in favor of recommending to the City Council consideration of a joint City/SDG&E study of Agua Hedionda Lagoon and its potential influences upon sand retention and littoral drift. Additional research topics that are recommended to be considered include agricultural runoff along the eastern basin, the enlargement of sand bars in the central and eastern basins, the existence, size and influence, if any, of large depressions in the eastern and central basins as well as investigation of water exchange impacts from the outlet jetty in the western basin. The Committee requested its staff representative prepare an Agenda Bill for the Council's consideration to discuss these topics with SDG&E representatives with the hope of leading to a joint study of Agua Hedionda Lagoon. 2. Chairman Monroy introduced Dr. Choule Sonu, President of Tekmarine Incorporated and coastal engineering consultant to the Committee. Dr. Sonu showed slides of how other agencies, states, and countries are currently dealing with beach erosion influences. Dr. Sonu discussed the methodologies of offshore breakwaters and man-made artificial beaches using slides of existing facilities in Japan, Holland, and other areas along the West Coast of the United States. Dr. Sonu indicated the April, 1988 Carlsbad Sand Survey and Beach Profile Program field work will be conducted the week of April 11-15 with results available in early July. 3. Chairman Monroy introduced Mr. Dave Skelly of the Scripps Institute of Oceanography and a member of the Moonlight State Beach Committee in Leucadia. Sally Vigil and Mr. Skelly discussed the efforts in Leucadia to deal with beach erosion. Mr. Skelly described the sand berm building concept at Moonlight State Beach as well as the importance of Federal and State involvement in assisting local agencies with beach erosion. There was brief discussion concerning sand mining possibilities and the importance of continuous sand sources for beach nourishment. 4. The Committee expressed its desire to have a representative of the Los Angeles District Office of the United States Army Corps of Engineers present at a future Committee meeting to Beach Erosion Committee Meeting Minutes April 7, 1988 Page 3 update the Committee on the status of the many Corps projects and programs within the Oceanside littoral cell. Chairman Monroy indicated he would attempt to schedule a Corps representative at the earliest opportunity. The meeting was adjourned by Chairman Monroy at 9:00 p.m., Thursday, April 7, 1988. JOHN J.
