MEETING MINUTES
MEETING DATE: MAY 4, 1989
The Carlsbad Beach Erosion Committee was called to order by
Chairman Monroy at 6:00 P.M., Thursday, May 4, 1989, in the City
Council Chambers, 1200 Elm Avenue, Carlsbad, California.

AGENDA TOPICS
1. Chairman Monroy introduced the meeting minutes of December
1, 1988 which were subsequently reviewed and approved by the
Committee members.
2. John Cahill briefed the Committee concerning the status of
AB 761 (Frazee) regarding the proposed Shoreline Hazard
Assessment Study to be funded by State appropriations under
the jurisdiction of the State of California Department of
Boating and Waterways. AB 761 is currently in Committee for
discussion. At the suggestion of Sally Vigil, staff was
directed by the Committee to secure copies of the previous
State Boating and Waterways Shoreline Assessment Study which
was conducted in the early 1980's for the entire length of
the California coastline.
3. John Cahill briefed the Committee concerning the status of
the draft EIR/EIS for the Batiquitos Lagoon Enhancement
Project. Copies of the EIR document have been previously
forwarded to the members of the Committee for their review.
The public comments period extends through June 19, 1989
with a series of public workshops and public hearings to
follow. At the suggestion of Chairman Monroy, the Committee
agreed to read the EIR document and prepare a series of
questions and discussion topics for the next Committee
meeting to be held Thursday, June 1, 1989. There was
discussion among the members of the Committee regarding the
critical importance of the beach nourishment plan and the
sand retention time frames estimated in the document. Staff
was directed to contact the Committee's consultant, Dr.
Choule Sonu of Tekmarine, Incorporated and request his
presence at the June 1st meeting to assist the Committee in
discussing the project issues. The Committee expressed its
unanimous desire to formulate, as a Committee, a series of
comments and questions regarding the EIR document to be
submitted to the City and the Corps of Engineers as the
lead agencies for the environmental review process
currently underway.
4. John Cahill briefed the Committee regarding the status of
the State of California Department of Fish and Game's
proposal to construct the Carlsbad Offshore Artificial Reef.
According to State representatives, the environmental review
process leading to a Negative Environmental Impact
Declaration will conclude shortly. The project permit to be
issued by the California Coastal Commission has been
rescheduled several times with the latest review date of
July, 1989 in Los Angeles. The Committee expressed its
unanimous support for this project.
5. Chairman Monroy briefed the Committee regarding the
invitation extended to Katherine E. Stone, an attorney with
the Los Angeles firm of Freilich, Stone, Leitner, and
Carlisle to make a presentation regarding the subjects of
sand rights, beach erosion, coastal lagoons, and the state
of California's beaches. Ms. Stone has long been recognized
as an expert in the field of environmental law and is a well
respected public speaker and presenter at various coastal
conferences worldwide. John Cahill has contacted Ms. Stone
and she has accepted the invitation to participate in a
Committee sponsored public forum tentatively set for
Thursday, June 22, 1989 in Carlsbad on coastal issues. The
Committee enthusiastically supports the sponsorship of this
public forum. Staff was directed by the Committee to
continue to work out the details and advertising for this
presentation.
6. Chairman Monroy reported to the Committee regarding
discussions with SDG&E staff of the Agua Hedionda Lagoon
study currently underway by SDG&E. In late 1988, SDG&E
solicited the Committee's input and other potential study
areas regarding the lagoon and its circulation model.
Discussions with SDG&E representatives this past February
included input from the City's coastal consultants to expand
the SDG&E study in several areas. The City was thereafter
notified by SDG&E that the additional study topics were not
relevant to the objectives to the SDG&E study and would not
be included in its new scope. Chairman Monroy recommended
that the Committee draft a letter to the City Council
discussing the subject and the -importance of evaluating the
outstanding issues in advance of SDG&E's Corps, Coastal,
City, and San Diego Regional Water Quality Control Board
permit applications for the next Agua Hedionda Lagoon
dredging estimated to be in late 1990 for the 1991 western
lagoon dredging. The Committee unanimously supported
Chairman Monroy's recommendation and directed staff to
prepare the appropriate Committee letter to the City Council
reflecting the Committee's position and recommendations on
this issue.
Chairman Monroy indicated to the Committee that he believed
it was the appropriate time to elect a new Committee
Chairman in advance of July 1, 1989. There was discussion
regarding this issue among the members of the Committee and
it was decided that this would be discussed again at the
June 1, 1989 Committee meeting.
The terms of the seven (7) Committee members all expire in
June of 1990. There was additional discussion regarding the
recommendation to the Council to stagger the terms of the
Committee members so as to provide continuity and retention
of the technical expertise within the Committee. Chairman
Monroy indicated he would prepare a letter to Mayor Lewis
regarding the Committee's recommendation on the subject.
The meetings-was adjourned by Chairman Monroy at 7:15 P.M.
