MEETING MINUTES
MEETING DATE: SEPTEMBER 14, 1989
The Carlsbad Beach Erosion Committee was called to order by Chairman
Monroy at 6:00 P.M., Thursday, September 14, 1989, in the City Council
Conference Room, 1200 Elm Avenue, Carlsbad, California.

AGENDA TOPICS
1. Chairman Monroy introduced the meeting minutes of June 1,
1989, which were subsequently reviewed and approved by the
Committee members.
2. Chairman Monroy indicated to the members of the Committee that
Committee Member Hugh Vickery had resigned from the Committee due
to health problems. The City is currently advertising for a
replacement member for the Committee. Chairman Monroy recommended
and the Committee unanimously approved, a letter of appreciation
be forwarded to Mr. Vickery for his service on the Committee.
3. John Cahill briefed the Committee regarding the upcoming CSBPA
Conference in Oxnard to be held October 11 through 13, 1989.
Chairman Monroy, member Gary Nessim, and the staff representative
will be attending the conference.
4. John Cahill briefed the Committee regarding the status of the
Committee's letters to the United States Army Corps of Engineers
and the City of Carlsbad during the public comment period for the

Batiquitos Lagoon Enhancement Project joint EIR/EIS. A call to
the Corps of Engineers office in Los Angeles and confirmed locally
will be the receipt of an acknowledgement of response in the
document. Public hearings will be scheduled by the Corps of
Engineers, the Carlsbad Planning Commission, and the Carlsbad City
Council in early 1990 to consider certifying the EIR/EIS document.
Chairman Monroy requested a brief discussion regarding the
relationship and role of the City's Beach Erosion Committee with
that of the City of Carlsbad's membership with the Regional Beach
Erosion Action Committee (BEACh). It was discussed that the
City's Beach Erosion Committee should continue to advise and
assist Carlsbad's representative to BEACh. It was requested that
the City's Beach Erosion Committee Members be added to the BEACh
mailing list for all meeting agendas, minutes, resolutions, public
notices, and related correspondence.
Chairman Monroy briefed the Committee regarding the status of the
Committee's June 28, 1989 letter to Mayor Lewis and Council
Members regarding the Committee's concerns on Agua Hedionda
Lagoon. Chairman Monroy indicated that the Committee's concerns
and questions should be presented formally to the Council at some
future date.
Robbie Bernstein, Governmental Liaison from SDG&E was present and
indicated that SDG&E had completed a Phase II review of Agua
Hedionda. A written report summarizing the findings of their
consultants, Dr. Scott Jenkins and Mr. David Skelly of SIO, was
being drafted and would be available in the near future. Ms.
Bernstein indicated that Bill Dyson from SDG&E has also reviewed
issues including lagoon dredging, exit plume, sand placement,
etc., and will also be contributing to the report. Ms. Bernstein
further indicated that SDG&E would like to make a formal
presentation of the study findings to the Committee prior to the
Committee's presentation to the City Council. Additionally, the
written report will be made available to the Committee two weeks
prior to the presentation for their review. After some
discussion, the Committee unanimously accepted SDG&E's invitation
of the Phase II report and presentation. The date agreed to would
be Thursday, November 2, 1989 in the City Council Chambers.

7. The meeting was adjourned by Chairman Monroy at 7:15 P.M. to
November^2, 1989 at the Carlsbad City Council Chambers.
