HomeMy WebLinkAbout1989-12-01; Beach Preservation Committee; MinutesCARLSBAD BEACH EROSION COMMITTEE MEETING MINUTES MEETING DATE: DECEMBER 1, 1988 The Carlsbad Beach Erosion Committee was called to order by Chairman Monroy at 6:00 p.m., Thursday, December 1, 1988 in the City Council Chambers, 1200 Elm Avenue, Carlsbad, California. Members in Attendance: Members Absent: Mario Monroy, Chairman Hugh Vickery Sally Vigil David Copley Gary Nessim Pearl Johnson Don Jackson Council Members in Attendance: Mayor Pro-Tern Ann Kulchin City Staff in Attendance: John Cahill, Municipal Projects Manager Guests in Attendance: Jack Brunton, Robbie Bernstein, and Bill Dyson, SDG&E Scott Jenkins and David Skelly, Scripps Institute of Oceanography AGENDA TOPICS 1. Chairman Monroy introduced the meeting minutes of July 7, 1988 which were subsequently reviewed and approved by the Committee members. 2. John Cahill briefed the Committee concerning the status of the Batiquitos Lagoon Enhancement Project. The Project Consultants, CH2M Hill, Incorporated, including several subconsultant firms, are currently drafting the EIR/EIS. The draft document is estimated to be available to the general public for review and comments approximately mid- January, 1989. In response to a question from Committee member Don Jackson, the forty-five (45) day public comment period would begin upon the release of the draft document and Public Notice. It was emphasized to the members of the Committee the importance of the public comment period for receipt of concerns, questions, and issues related to the project from the Beach Erosion Committee. John Cahill briefed the Committee concerning the status of the Carlsbad Off-Shore Fishing Reef to be constructed by the State of California, Department of Fish and Game. Contact has been made with Mr. John Grant and Mr. Ken Wilson of State Fish and Game in Long Beach who are the managers of this project. Mr. Grant has indicated the design has been completed by State Fish and Game; environmental permit applications are presently being prepared and submitted to the various regulatory agencies. Mr. Grant has further indicated the California Coastal Commission will tentatively review the project permit at their January meeting in Los Angeles. The Carlsbad City Council has previously adopted a Resolution of support for State Fish and Game for this project. Construction is tentatively set for the spring of 1989. The City has received a report from Tekmarine, Incorporated, the City's coastal engineering consultants summarizing a meeting with State Fish and Game concerning the design and placement of the reef northwesterly of Batiquitos Lagoon. Members of the Committee have received copies of this report. 4. Chairman Monroy introduced representatives of the San Diego Gas & Electric Company, Jack Brunton, Robbie Bernstein, and Bill Dyson. Chairman Monroy also introduced Dr. Scott Jenkins and Mr. David Skelly of Scripps Institute of Oceanography at the University of California at San Diego, consultants to SDG&E concerning Agua Hedionda Lagoon. Following a brief introduction by Mr. Brunton, Dr. Jenkins gave a talk on the history of erosion within the Oceanside littoral cell. Dr. Jenkins utilized slides to give some examples of the natural erosive properties of the shoreline comparing areas in Baja California with that of the Oceanside littoral cell. There was considerable discussion concerning the Jenkins and Skelly report recently completed for SDG&E on the influences of Agua Hedionda Lagoon on the Carlsbad shoreline. Dr. Jenkins indicated Scripps had been retained by SDG&E to conduct further studies of the output plume from the southern jetty as well as internal circulation within the western basin. Those studies are anticipated to begin in approximately January of 1989. Bill Dyson, Supervisor for SDG&E's dredging operations at both the Encina and Chula Vista facilities, gave a brief talk concerning the history of SDG&E dredging of Agua Hedionda Lagoon from 1953 through 1987. Mr. Dyson distributed photographs for review by the members of the Committee of the early Agua Hedionda Lagoon dredging and the Page 3 of Beach Erosion Committee Minutes December 1, 1988 initial stages of the jetty placement and Encina Power Plant construction in the early 1950's. There was discussion concerning the dredging volumes and sand placement techniques developed over the years in and around the lagoon. Mr. Dyson indicated that SDG&E has monitored the littoral drift and estimates that approximately 25% of all material entering the western basin permeates the intake jetty. Mr. Dyson further indicated SDG&E is investigating the possibility of grouting both jetty structures which would alleviate material entering or existing through the jetty structures. This could potentially have advantages for reduction of western basin dredging requirements and creating, over time, a fillet beach northerly of the intake jetty fronting the Tamarack beach parking lot. There was some discussion about potential volumes and the seasonal influence on this area. 5. Chairman Monroy introduced Councilman Eric Larson's letter of inquiry concerning the Committee's position on the general public's occasional removal of cobble along the beach. It was the general consensus of the Committee that the cobble along Carlsbad is beneficial to the shoreline and removal of cobble for landscaping, artistic, or other purposes by the general public should be discouraged. There are State Parks and Recreation administrative regulations prohibiting the removal of cobble from the beaches under the jurisdiction of State Parks and Recreation. Additionally, Section 11.32.030, sub 12, of the Carlsbad Municipal Code, makes it a violation to remove any rock from any public park or beach. The Committee unanimously requested staff to forward a letter to Councilman Larson indicating the Committee's support for increased public awareness, signage, and enforcement of the prohibition of removing cobble from public beaches. 6. There was a brief discussion among the members of the Committee concerning the Shoreline Conference held in San Diego last month which was attended by several members of the Committee. The Committee indicated its support for this and future conferences related to shoreline erosion and coastal issues. The 1989 Conference is tentatively scheduled to be held in the Ventura-Carpenteria area. 7. Sally Vigil requested representatives of the City's Engineering Department be invited to attend a future meeting to discuss plans for storm drains in the Ocean Street, north beach area. It was agreed among the members of the Committee that the next meeting would be held approximately two (2) weeks after the release of the Batiquitos Lagoon Page 4 of Beach Erosion Committee Minutes December 1, 1988 Enhancement Project EIR/EIS draft report in mid-January. This would give the members of the Committee time to review the document and formulate questions and discussion issues concerning the report. The meeting was adjourned by Chairman Monroy at 9:25 p.m. JOHN^J.
