HomeMy WebLinkAbout1989-12-14; Beach Preservation Committee; MinutesCARLSBAD BEACH EROSION COMMITTEE MEETING MINUTES MEETING DATE: DECEMBER 14, 1989 The Carlsbad Beach Erosion Committee was called to order by Chairman Monroy at 6:00 P.M., Thursday, December 14, 1989, in the City Council Conference Room, 1200 Elm Avenue, Carlsbad, California. Members in Attendance: Members Absent: Mario Monroy, Chairman Sally Vigil Pearl Johnson Don Jackson Bailey Noble Dave Copley Gary Nessim City Staff in Attendance: John Cahill, Municipal Projects Manager Gary Kellison, Associate Civil Engineer Committee Consultant in Attendance: Dr. Choule Sonu: Tekmarine Incorporated AGENDA TOPICS 1. Chairman Monroy introduced the meeting minutes of November 2, 1989, which were subsequently reviewed and approved by the Committee Members. 2. The Committee Members discussed the September 1989, SDG&E sponsored Agua Hedionda Study entitled Dispersion and Momentum Flux Study of the Cooling Water Outfall at Aqua Hedionda Lagoon. authored by Dr. Scott Jenkins and Mr. David Skelly of the Scripps Institute of Oceanography. Also in attendance and assisting the Committee in the review of the findings contained in the report was Dr. Choule Sonu, President of Tekmarine, Incorporated, the City's Coastal Engineering Consultant. The Committee discussed at length the issues raised in Dr. Jenkins and Mr. Skelly's study as well as the presentation by Mr. William Dyson of SDG&E at the last Committee meeting of November 2, 1989. The Committee took no formal action regarding the issues presented and the information developed by the SDG&E representatives. 3. The Committee was informed by Chairman Monroy and City staff regarding SDG&E's application before the California Energy Commission for a siting study of five (5) potential sites for SDG&E to expand its energy production capabilities. One (1) of the five (5) sites under review by SDG&E for facility expansion is the Encina Plant located in the City of Carlsbad adjacent to Page 2 Agua Hedionda Lagoon. The Committee expressed its continuing interest to be involved in any opportunity to assist in the City's development of strategies and data to comment upon and evaluate any potential plant expansions at Encina. 4.
