HomeMy WebLinkAbout1990-04-26; Beach Preservation Committee; MinutesCARLSBAD BEACH EROSION COMMITTEE MEETING MINUTES MEETING DATE: APRIL 26, 1990 The Carlsbad Beach Erosion Committee was called to order by Chairman Monroy at 6:00 P.M., Thursday, April 26, 1990, in the City Council Chambers, 1200 Elm Avenue, Carlsbad, California. Members in Attendance: Members Absent: Mario Monroy, Chairman Sally Vigil Barry Noble Gary Nessim Pearl Johnson Don Jackson Dave Copley City Staff in Attendance: John Cahill, Municipal Projects Manager Gary Kellison, Associate Civil Engineer AGENDA TOPICS 1. Chairman Monroy introduced the meeting minutes of March 29, 1990, which were subsequently reviewed and approved by the Committee members. 2. Proposed SDG&E Expansion at Encina: a. The Committee noted the details of the May 10, 1990, tour of the Encina Power Plant and public hearings that follow. San Diego Gas and Electric will provide a bus leaving at 1:00 p.m. from City Hall for an hour tour of the Encina facility. At 2:00 p.m., the bus returns and the California Energy Commission will open its public hearing on the proposed expansion. The Commissioners will stay until all testimony regarding the Encina site is received. b. Chairman Monroy indicated that he has received copies of State Attorney General's Office Opinions regarding the issue of ownership of Agua Hedionda Lagoon. An issue regarding the underlying ownership of the lagoon by the State of California and not SDG&E appears to be developing. Chairman Monroy will be conducting other research into this issue and speaking with State and local officials regarding this subject. Chairman Monroy discussed some areas of concern that are not addressed in San Diego Gas and Electric's application for the Encina plant expansion: 1) Discharge Volume SDG&E is currently allowed to discharge up to 800,000 gpm (gallons per minute) of sea water. However, prior studies on the environmental effect of cooling water discharge were based on a 150,000 gpm rate. SDG&E should update their studies to reflect current discharge rates. There is the potential for additional impacts to the long shore transport system. 2) Fish Kills and Kelp Damage SDG&E's application does not offer a method for mitigating the destruction of kelp and sea life caused by increased thermal discharge into the ocean. Additionally, increased water volumes into the western basin of the lagoon may increase the fish kills at the plant. 3) Lagoon Siltation There appears to be some circumstantial evidence that the cooling water demand from the proposed power plant addition will increase the rate of siltation of the Agua Hedionda Lagoon. One study found that no sand bars existed in the west end of the lagoon prior to the previous Unit 3 and Unit 4 expansion. Current sand studies identify scour holes produced by the intake of cooling water. The volume of the sand bars is approximately the same as the scour holes. No causal relationship has been established between the formation of the holes in the lagoon bottom and the lagoon sand bars, but the matter should be addressed by SDG&E in their application. d. It was reported that the City of Carlsbad is hiring a series of consultants to identify legal and environmental issues to challenge the NOI application. e. It was moved, seconded, and was unanimously approved to appoint Mario Monroy as spokesman for the Beach Erosion Committee in the NOI hearing. Pearl Johnson shared information and old photographs that suggest over the past one hundred years the lagoons in North San Diego County are slowly drying up. Pearl also mentioned that Councilmember Ann Kulchin would forward material from BEACh to the Beach Erosion Committee. b. Pearl Johnson also provided some information from previous studies to the Committee regarding electromagnetic radiation from transmission lines including power generating facilities and transfer stations. c. Tekmarine will have the April sand survey results available for discussion at the next Beach Erosion Committee meeting. Because SDG&E is scheduled to dredge the Agua Hedionda Lagoon this fall or winter, additional surveys will be recommended for "before" and "after" sand conditions. d. The next meeting date was set for June 28, 1990. The meeting was adjourned by Chairman Monroy at 7:40 p.m. Discussion items will include the spring sand survey, an update of the NOI process, and the new draft of the Batiquitos Lagoon EIR.
