HomeMy WebLinkAbout1990-11-08; Beach Preservation Committee; MinutesCARLSBAD BEACH EROSION COMMITTEE MEETING MINUTES MEETING DATE: NOVEMBER 8, 1990 The Carlsbad Beach Erosion Committee was called to order at 6:00 P.M., Thursday, November 8, 1990, in the City Council Chambers, 1200 Elm Avenue, Carlsbad, California. David Copley Joe Vigil Sally Vigil Anna Leeds City Staff in Attendance: John Cahill, Municipal Projects Manager Gary Kellison, Associate Engineer AGENDA TOPICS 1. John Cahill introduced and welcomed the Committee members. 2. The Committee opened discussion on the appointment of a new Committee Chairperson. The members acknowledged Mr. Mario Monroy's hard work and dedication to the Committee. It was agreed that a new chairperson and vice- chairperson should be appointed in each of the four years of the Committee's term. The Committee discussed the matter in some detail and then by unanimous vote elected Mr. Gary Nessim to serve as Chairman and Mr. Don Jackson to serve as Vice-Chairman for the remainder of the 1990-91 fiscal year. 3. The minutes of the June 28,1990, Beach Erosion Committee meeting were read and approved. CARLSBAD BEACH EROSION COMMITTEE MINUTES MEETING DATE: NOVEMBER 8, 1990 Page 2 4. John Cahill asked which Committee members planned to attend the annual meeting of the California Shore and Beach Preservation Association on November 13 and 14 in Monterey. Sally Vigil and David Copley will attend the Association's meeting and will report back to the Committee what they learned. 5. John Cahill presented correspondence to the committee from San Diego Gas & Electric regarding the 1-5 freeway and AT&SF Railroad bridges. Previous depth sounding in the Agua Hedionda Lagoon had detected depressions in the lagoon bottom scoured by tidal flow. SDG&E measured the lagoon depth on either side of both bridges and sent the information to the bridge owners requesting their comments. Both the AT&SF Railroad Company and Caltrans replied that they saw no problem as long as the scour holes are monitored annually. 6. John Cahill reviewed for the Committee the progress on the Batiquitos Lagoon Enhancement Project. The Environmental Impact Report (EIR) was approved over the summer by the City Planning Commission and the City Council. The project now has a certified EIR under the California Environmental Quality Act (CEQA). A parallel process is followed with the Corps of Engineers and approval of the Federal Environmental Impact Study (EIS) is expected in early 1991. The California Coastal Commission staff has asked for additional information about the project and the Coastal Commission hearing on the project has not as yet been formally scheduled. The Beach Erosion Committee will support the Batiquitos Lagoon Enhancement Project at the upcoming Commission hearing because the project places 3.5 million cubic yards of sand on Carlsbad beaches and as previously identified in Beach Erosion Committee correspondence, the overall Enhancement Project is a tremendous benefit to the lagoon and the community. 7. The Committee discussed what items could be included in its work plan over the next year. John Cahill briefed the Committee that SDG&E is scheduled to dredge the Agua Hedionda Lagoon starting in mid-December and continuing through February. Suggestions from the Beach Erosion Committee and the City has resulted in SDG&E agreeing to deposit the sand over a longer stretch of Carlsbad beaches depending upon the final volume which is estimated to approach 400,000 cubic yards. Sand will be deposited in equal amounts below, between, and above the lagoon jetties. The sand will be deposited in benches in front of and to a point north of the Carlsbad Seawall. 9. The Committee agreed to schedule its next meeting on December 13, 1990. The major topics of discussion will be the Committee's work plan. Reports will be heard on the California Shore and Beach Preservation Association meeting, the NOI process for SDG&E's proposed power plant expansion, and the Batiquitos Lagoon Enhancement Project. The meeting wasadjourned by Chairman Nessim at 7:35 p.m. JOHN J.
