HomeMy WebLinkAbout1990-12-13; Beach Preservation Committee; MinutesCARLSBAD BEACH EROSION COMMITTEE MEETING MINUTES DECEMBER 13, 1990 The Carlsbad Beach Erosion Committee was called to order at 6:00 p.m., Thursday, December 13, 1990, in the City Council Chambers, 1200 Elm Avenue, Carlsbad, California. Members in Attendance: Members Absent: Gary Nessim Pearl Johnson Donald Jackson Bailey Noble Others in Attendance: R. David Copley Sally Vigil Joe Vigil Anna Leeds Rick Hardy City Staff in Attendance: John Cahill, Municipal Projects Manager Gary Kellison, Associate Engineer AGENDA TOPICS 1. Committee Chairman Gary Nessim opened the meeting by welcoming the Committee members. 2. The minutes of the November 8,1990, Beach Erosion Committee meeting were read and approved. 3. John Cahill reported that the SDG&E Notice of Intent application with the California Energy Commission for the potential Encina Power Plant expansion has been placed on temporary hold at the request of SDG&E. 4. Committee members David Copley and Sally Vigil reported on the November 1990 California Shore and Beach Protection Association Conference held in Monterey. They attended lectures and returned with papers on various topics relating to beach sand and shoreline protection. A sand placement operation of the Silver Strand in San Diego was presented as an example of barge dredging of off-shore sand to enlarge a beach. Other topics presented included a case study of a sand mining operation, berming as a method of beach sand placement, and the effect on beach sand from structures such as dams. The Committee developed a work plan for the coming year and assigned the following Committee personnel to monitor and report on their respective topics: Sally Vigil The Oceanside Harbor Sand Bypass Project The Oceanside Harbor expansion and south jetty extension David Copley The flood control channel in the San Luis Rey River Sand mining in the San Luis Rey River Valley Donald Jackson Grading and erosion control upstream of the Buena Vista Lagoon Anna Leeds Monitoring of coastal seawall projects Bailey Noble Monitoring of SDG&E Agua Hedionda Lagoon Dredging Program Monitoring of legislative efforts regarding coastal issues Gary Nessim Off-shore sand mining Additionally, the Committee as a whole will work on producing an annual report to publicize beach erosion concerns and corrective opportunities. 6. Additional Business - No information was available from BEACh because that Committee has not met recently. The Beach Erosion Committee asked City staff to contact SANDAG for the status of the Coast of California Storm and Tidal Wave Study as well as any other issues related to northern San Diego County beach erosion. The next meeting of the Beach Erosion Committee is scheduled for Thursday, February 21,1991. The meeting was adjourned by Chairman Nessim at 7:40 p.m. JOHN J.
