HomeMy WebLinkAbout1991-02-28; Beach Preservation Committee; MinutesCARLSBAD BEACH EROSION COMMITTEE MEETING MINUTES FEBRUARY 28, 1991 The Carlsbad Beach Erosion Committee was called to order at 6:00 p.m., Thursday, February 28, 1991, in the City Council Chambers, 1200 Elm Avenue, Carlsbad, California. Committee Chairman Gary Nessim opened the meeting by welcoming the Committee members. 2. The minutes of the December 13, 1990, Beach Erosion Committee meeting were read and approved. 3. Paul O'Neil, governmental and public affairs representative with San Diego Gas & Electric, gave the committee an update on his company's dredging of the Agua Hedionda Lagoon. The previous days' heavy storms has forced SDG&E to remove the dredge equipment, and it is unlikely that dredging will be able to be completed as originally planned before the dredging permit's cutoff date. 4. John Cahill reported on the progress of the Batiquitos Lagoon Enhancement Project. On March 12, the California Coastal Commission will consider the project's permit. All other State and Federal agencies support the project. The Coastal Commission staff report recommends approval with a number of conditions. Some of the draft conditions were quite onerous to the Port of Los Angeles, and potentially could have killed the project had they remained as originally proposed by the Commission staff. CARLSBAD BEACH EROSION COMMITTEE MINUTES MEETING DATE: FEBRUARY 28, 1991 Page 2 It was requested to the Committee how the material dredged from the Batiquitos Lagoon would be used. A portion would be used to build least tern nesting sites. About 500,000 cubic yards of dredged sand would be needed to support small two small jetties at the lagoon entrance. The remaining 3,000,000 cubic yards will be placed on Carlsbad beaches south of Terramar Point near Palomar Airport Road. It was moved, seconded, and approved by the Committee that Chairman Gary Nessim would write a letter of behalf of the Beach Erosion Committee expressing support for the Batiquitos Lagoon Enhancement Project. 6. John Cahill reported on the effort to obtain funding for the Carlsbad Boulevard Shore Protection Project. Funding was deleted from the last two State budgets by the Governor. Money for the wall may be submitted with the 1991 -92 budget, but it may be removed at some point because of State budget difficulties. Pat Entezari described the technical details of the proposed shore protection wall. The seawall consists of sheet piling that is capped with concrete and anchored with rock on the seaward side. The wall rises only 42" above the sidewalk, but extends 30 feet into the sand to protect the Carlsbad Boulevard roadbed from being undercut during storms. 7. Committee Reports Sally Vigil investigated the possibility of the Oceanside Sand Bypass passing material south of Wisconsin Street, and found out that a booster pump would be required to force the material the extra distance. Donald Jackson said that he plans to invite Ron Wooton, representing the Buena Vista Lagoon Foundation, to speak to the Beach Erosion Committee in the future. The Committee also expressed an interest in inviting Dana Whitson to speak on the Oceanside Harbor Sand Bypass project status. Anna Leeds reported that two more small lengths of seawall were built in Encinitas, one at Swami's and one at 'D' Street. Bailey Noble announced that Assembly Bill #72 will provide $25 million for shoreline protection according to a representative of Senator Craven. Bailey will get a copy of the bill in order to study it further. It is likely that the Committee will want to write a letter in support of this legislation. Pearl Johnson accepted the assignment of covering the topic of sand retention in inland dams and structures. CARLSBAD BEACH EROSION COMMITTEE MINUTES MEETING DATE: FEBRUARY 28, 1991 Page 3 8. Announcements and Closing It was announced that the SAN DAG Shoreline Committee meets tomorrow, March 1. The next meeting of the Beach Erosion Committee is scheduled for Thursday, April 11. The meetingwas adjourned by Chairman Nessim at 8:43pm.
