HomeMy WebLinkAbout1991-05-02; Beach Preservation Committee; MinutesCARLSBAD BEACH EROSION COMMITTEE MEETING MINUTES MAY 2, 1991 The Carlsbad Beach Erosion Committee was called to order at 6:00 p.m., Thursday, May 2,1991, in the City Council Chambers, 1200 Elm Avenue, Carlsbad, California. David Copley Sally Vigil Joe Vigil Pearl Johnson Mario Monroy Ronald Wootton City Staff in Attendance: John Cahill, Municipal Projects Manager Gary Kellison, Associate Engineer AGENDA TOPICS 1. Committee Chairman Gary Nessim opened the meeting by welcoming the Committee members. 2. The minutes of the February 28,1991, Beach Erosion Committee meeting were read and approved with the addition that the Committee preferred Alternative 'B' for the Batiquitos Lagoon Enhancement project. 3. Ron Wootton, representing the Buena Vista Lagoon Foundation, spoke to the Committee about the Buena Vista Lagoon and the Foundation. Ron noted that the land comprising the lagoon was acquired in the 1960's as an ecological reserve. The Buena Vista Lagoon is a constantly changing ecosystem, and the Lagoon Foundation provides an educational and lobbying effort towards managing the lagoon in an environmentally sound way. One of the major problems with the lagoon is sedimentation. Because a weir elevates the water surface above the level of the ocean, sediments remain trapped in the lagoon and not flushed out to the sea. Erosion control procedures are used upstream of the lagoon to slow the sedimentation rate. CARLSBAD BEACH EROSION COMMITTEE MINUTES MEETING DATE: Page 2 Sally Vigil questioned Ron on the conflict between controlling inland floods and erosion, and allowing sediment transport for beach nourishment. In the specific case of the Buena Vista Lagoon, it was noted that the lagoon bottom is made up of fine silt, not sand, and is unsuitable for beach placement. 4. Committee Reports Sally Vigil requested that Dana Whitson be invited to speak on the Oceanside Harbor and Sand Bypass projects at the next Committee meeting on July 18. Bailey Noble checked with the local State Senate and Assembly staff on the possibility of State funding for shoreline protection projects or studies. No new project starts will be recommended in the upcoming State budget. 5. Announcements and Closing It was announced that Dr. Choule Sonu's contact with the City for the annual Sand Survey and Beach Profile Program ends with the completion of the April, 1991 surveys. Dr. Sonu will report his results at a future meeting of the Committee. The next meeting is scheduled for Thursday, July 18. The meeting was adjourned by Chairman Nessim at 8:13 p.m. JOHN/J.
