MEETING MINUTES
JULY 18, 1991
The Carlsbad Beach Erosion Committee was called to order at 6:00 p.m., Thursday, July 18,
1991, in the Council Conference Room at the City Council Chambers, 1200 Carlsbad Village
Drive, Carlsbad, California.

AGENDA TOPICS
1. Committee Chairman Gary Nessim opened the meeting by welcoming new Committee
member Robert Meyer.
2. The minutes of the May 2, 1991, Beach Erosion Committee meeting were read and
approved.
3. The Committee nominated and approved Donald Jackson and Sally Vigil to serve as
Chairperson and Vice-Chairperson, respectively, for the 1991-92 term.
4. The Committee reviewed a draft letter to the Mayor and City Council Members expressing
support for the Council's endorsement of Mitigated Alternative B of the Batiquitos Lagoon
Enhancement Project. The Committee added to the draft letter a list of benefits,
advantages, and opportunities that the project will accomplish. Staff was directed to
prepare the final draft letter for Chairman Jackson's signature and forward on to Mayor
Lewis and Council Members.

5. Paul O'Neal, of San Diego Gas & Electric Company, addressed the Committee on the
results of the 1991 dredging operations in the Agua Hedionda Lagoon.
According to Mr. O'Neal, nearly a half million (500,000) cubic yards of sand were dredged
from the lagoon and deposited on adjacent Carlsbad beaches. Approximately 50,000 to
60,000 cubic yards of sand were deposited south of the outlet/warm watter jetty. 100,000
cubic yards were placed north of the inlet/cold water jetty. Approximately 340,000 to
350,000 cubic yards, was placed between the intake and outlet jetties. This year, SDG&E
used two different dredges to assist in the operation.
SDG&E is pursuing the concept of dredging the western basin on an annual basis. This
would provide an annual resource to the beach at potentially an economic savings to
SDG&E. Mr. O'Neal is pursuing the appropriate Regulatory Agency approvals to
accomplish an annual dredging program for the western basin of Agua Hedionda Lagoon.
6. Dana Whitson, Deputy City Manager from the City of Oceanside, spoke to the Committee
about the current status of the Oceanside Harbor Sand Bypass Project. This project is
funded and operated by the United States Army Corps of Engineers. Last fall, jet pump
fluidizers were used with the dredge equipment to remove up to 200 cubic yards of sand
per hour. The dredge could only operate four to six hours a day with the fluidizers before
depleting all the sand from the holes in the harbor bottom. The U.S. Army Corps of
Engineers, which administers the project, is evaluating the cost effectiveness of this new
process. Dana Whitson also discussed the City of Oceanside's efforts to lift the
development moratorium imposed by the Coastal Commission on the south Strand.
Oceanside's development plans for that beach also include removal of the beach rip-rap
which will recover beach area. The eventual development of the area may include vertical
seawalls and other methods to protect private and public property.
7. Committee Reports
David Copley reported on SANDAG's preliminary draft of the San Diego Region Shoreline
Preservation Strategy. Rebuilding the region's sand beaches could cost $300 million
initially and $5 million annually thereafter for maintenance. According to the report, the
proportional initial and maintenance costs to restore Carlsbad's beaches are $30 million
and $600,000 respectively.
The tasks of monitoring the annual SDG&E lagoon dredging project and new coastal
legislation were reassigned to Bob Meyers.
8. Announcements and Closing
Dr. Choule Sonu's work with the Committee for the 1990-91 year concluded with the April,
1991 sand survey. The Committee at its next meeting in September will receive a status
report from Dr. Sonu on the results of the 1991 survey program. Dr. Sonu's work for the
1991 -92 fiscal year has been budgeted in the current fiscal budget and will continue.

The next meeting is scheduled for Thursday, September 26, 1991, in the Council
Conference Room at the City Council Chambers.
Chairman Jackson adjourned the meeting at 8:00 p.m.
