Date of Meeting: November 19, 1992 Place of Meeting: City Council Conference Room CALL TO ORDER: Chair Vigil called the meeting to order at 5:00 P.M. ROLL CALL: Present: Members Vigil, Meyer, Jackson, Hall, Copley and Nessim Absent: Member Johnson APPROVAL OF MINUTES: The minutes of the meeting held September 17, 1992 were approved as presented. 1. ARMY CORPS OF ENGINEERS-ANDREW KADIB: This item was continued because Mr. Kadib was unable to attend. 2. SDG&E DREDGING: Staff member Steve Jantz explained the SDG&E Special Use Permit (SUP) process and gave an overview of the permits needed from other agencies for the dredging. The Committee discussed placement of sand on the beach noting that the highest priority was at Carlsbad Boulevard. Committee discussed pumping sand north to Buena Vista Lagoon and asked if there had been a cost analysis for a booster pump. Paul O'Neil from SDG&E said this was the first time he had heard about going to Buena Vista Lagoon and they have no funds budgeted to go north. They can now go as far as Oak or maybe Carlsbad Village Drive and can consider going north every two years. Committee discussed the 10 year length of the permit and agreed that an annual review by the Committee on where the sand should be placed or stored would be sufficient. Committee determined that the top priority is to protect Carlsbad Boulevard by placement of sand between the jetties. SDG&E will do a profile to determine the cubic yards of sand or width of beach needed to protect the Boulevard. Committee discussed the need for placement of sand to the south in the Terramar area and the need to go as far north as possible preferrably to Buena Vista Lagoon. There is a need to be flexible on where to put sand. Once storage sites are identified, it may be best to stockpile and put sand on the beach in summer. Committee continued discussion to Wednesday, December 9, 1992 at 9:00 A.M. to review conditions to be recommended for the SUP. 3. SANDAG SHORELINE EROSION COMMITTEE: Committee Member Jackson reviewed the SANDAG Shoreline Erosion Committee agenda. He stated that a new chair will be elected in February and that membership will change because of the election. A workshop will be held for new members, a date will be determined. SANDAG clarified Carlsbad's position on the beach width monitoring program noting that Carlsbad had not given a negative response. Carlsbad's portion would be approximately $2,200. The Committee discussed the Tekmarine sand surveys as being a supplement to this program. Committee requested that discussion of the Tekmarine study be placed on the January agenda. Member Jackson stated that because there had been considerable opposition to the shoreline protective structures proposals, SANDAG had determined that regional guidelines were not appropriate. The Shoreline Erosion Committee would continue to develop beach fill guidelines. After discussion, the Committee voted to recommend to Council that $2,200 be allocated on a continuing basis as Carlsbad's contribution for the beach width measuring program. 4. COMMITTEE GOALS: Staff distributed a set of draft goals for Committee review and consideration at a future meeting. 5. MEETING SCHEDULE: After discussion, Committee agreed to hold regular meetings the second Monday of each month, 9:00 - 11:00 A.M. at Heritage Hall if it is available. Committee adjourned at 7:05 P.M. The Planning Department has reviewed your Special Use Permit, application no. SUP 92-04, as to its completeness for processing. The application is complete, as submitted. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. The City may, in the course of processing the application, request that you clarify, amplify, correct, or otherwise supplement the basic information required for the application. In addition, you should also be aware that various design issues may exist. These issues must be addressed before this application can be scheduled for a hearing. Dimension the width of Carlsbad Boulevard shown on the "Site Constraints Map" and the "Site Plan". 2. Provide elevations for the contours shown within the outer lagoon on both the "Site Constraints Map" and the "Site Plan". 3. Revise the grading plan title sheet to show the proposed export quantity. Indicate the quantity range that is proposed to be dredged on an annual basis on this sheet also. 4. Indicate on the "Site Constraints Map", "Site Plan", and the title sheet for the "Grading Plans" if the 100 year flood line will change after the development condition (dredging operation). 5. Areas on the north shore of the lagoon labeled on the "Site Constraints Map" and "Site Plan" as beaches should be relabeled. These areas are not considered to be beaches and the plan should be revised to correct this. 6. Label on the "Site Constraints Map" and the "Site Plan" the elevation for the mean high tide line. 7. The length of time for which the proposed permit will allow an annual dredging of the outer Agua Hedionda Lagoon needs to be agreed to with city staff so that a proposal can be made to the Planning Commission on this project when it is taken forward with a recommendation. 8. The process and appropriate criteria for determining the annual placement of dredge material must be developed. SDG&E and city staff need to develop guidelines for use in making this determination. 9. Policy 7.6, 7.8, and 7.9 of the Agua Hedionda Land Use Plan (LCP) require a public access trail and signage to be developed on the north shore of the lagoon. The project plans should contain the required trail and signage as specified in the LCP. 10. The updated soils report indicated in the submittal materials as being provided at a latter date must be submitted before the project can be scheduled for a public hearing. The report should specify whether the dredge material is suitable for placement on public beaches. Mark Chomyn SDG&E October 30, 1992 Page 3 11. Floodplain certifications should be updated to specifically address the proposed dredging. 12. Sheet 3 of the "Grading Plan" which includes a table indicating the location of eel grass during different points in time is not complete. The table and plans should be revised to include the information or the categories for the information not provided deleted from the plans. 13. The proposed docking area can be considered as a part of the special use permit for the dredging area. Please revise the project exhibits to include this proposal. 14. The status of permits requested from other agencies needs to be provided to city staff to assist in determining what issues will be addressed by other agencies in their respective permits. 15. Enclosed is a redlined checkprint of the project plans. Please make the requested revisions and submit the checkprints with the revised plans. Engineering: 1. The applicant must secure the appropriate permits and approval from all the resource agencies affected by the dredging operation and disposal of the dredged materials. A condition will be included within the Special Use Permit requiring issuance and conformity with the requirements of all permits from such agencies as: Army Corps of Engineers California Coastal Commission State Parks and Recreation California State Lands Commission Regional Water Quality Control Board The applicant shall also ensure that these permits remain valid throughout the time limits established in the approval of the SUP. 2. The applicant shall secure specific approval from the City Engineer prior to any proposed dredging operation. The applicant must further indicate the expected amount of dredge material and the proposed location of discharge. No dredging operation shall commence until written approval is obtained from the City Engineer. The applicant shall apply for approval at least three (3) months prior to requested dredge operation. The applicant shall assist the City in the development of a study which determines the minimum amount of sand necessary for the protection of Carlsbad Boulevard from an average storm event. The study shall indicate the minimum beach width and quantities of sand which must be placed between the inlet and outlet jetty to the power plant. 4. The applicant shall show the viability of transporting sand away from the power plant to other locations north and south of the jetties. The report shall indicate the amount of pipe (length), booster pump requirements, proposed location of entire discharge system and estimated costs. The disposal site may also include a proposed location for the storage of the dredged material which would allow for the placement of the sand material outside of the normal storm season (October 15th to April 15th). 5. The applicant shall prepare a detailed hydraulic analysis determine the cooling water needs of the power plant. The analysis shall evaluate the capacity of the cold water intake at the ocean, cooling water intake at the power plant and the required holding capacity of the outer lagoon.
