Date of Meeting: November 19, 1992 Place of Meeting: City Council Conference Room CALL TO ORDER! Chair Vigil called the meeting to order at 5:00 P.M. ROLL CALL: Present: Members Vigil, Meyer, Jackson, Hall, Copley and Nessim Absent: Member Johnson APPROVAL OP MINUTES; The minutes of the meeting held September 17, 1992 were approved as presented. 1. ARMY CORPS OF ENGINEERS-ANDREW KADIBt This item was continued because Mr. Kadib was unable to attend. 2. SDG&E DREDGINGi Staff member Steve Jantz explained the SDG&E Special Use Permit (SUP) process and gave an overview of the permits needed from other agencies for the dredging. The Committee discussed placement of sand on the beach noting sand should be placed as far north as possible. Committee discussed pumping sand north to Buena Vista Lagoon and asked if there had been a cost analysis for a booster pump. Paul O'Neal from SDG&E said this was the first time he had heard about going to Buena vista Lagoon and they have no funds budgeted to go north. They can now go as far as Oak or maybe Carlsbad Village Drive and can consider going north every two years. Committee discussed the 10 year length of the permit and agreed that an annual review by the Committee on where the sand should be placed or stored would be sufficient. Committee determined that the top priority is to protect Carlsbad Boulevard by placement of sand between the jetties. SDG&E will do a profile to determine the cubic yards of sand or width of beach needed to protect the Boulevard. Committee discussed the need for placement of sand to the south of the jetty and the need to go as far north as possible preferrably to Buena Vista Lagoon. Placement of sand should be based on the past studies. Two thirds should go to the north and one third to the south. Once storage sites are identified, it may be best to stockpile and put sand on the beach in summer. Committee continued discussion to Wednesday, December 9, 1992 at 9:00 A.M. to review conditions to be recommended for the SUP.
