CALL TO ORDER:
Chair Vigil called the meeting to order at 9:00 A.M.

APPROVAL OF MINUTES: None
1. PLACEMENT OP SAND FROM 8EK3&E DREDGING:
Staff presented the item stating the Committee needed to reconsider
the recommended conditions of the Special Use Permit (SUP). SDG&E
had expressed concerns at the Planning Commission Hearing, about
conditions No. 6 and 8. These conditions need to be worked out in
order to return to the Planning Commission on February 3, 1993.
These conditions effect the location and placement of sand. Member
Jackson moved, second by Member Copley to review Conditions 6 and
8. Committee determined to discuss the location for placement
prior to considering review of the conditions.
Staff distributed a report for Committee review noting the
recommendation to place 1/3, or 50,000 cu. yds., of the sand
between the jetties and 2/3 or 100,000 cu. yds., 500 feet to the
north. Committee discussed whether sand should be placed 500 feet
north or 1,000 feet north of the northern jetty.
Member Jackson moved to change the location from 500 feet north to
1,000 feet north, second by Member Hall. Motion carried.
By proper motion, the Committee voted not to reconsider all
conditions of the SUP. Members Jackson and Copley, in favor;
Members Meyer, Hall and Vigil opposed; Member Reasons, abstain.
Motion made by Member Meyer to reconsider only Conditions 6 and 8,
second by Copley. Motion passed unanimously.
Committee discussed concern with issuing a 10 year SUP as opposed
to a one year. Motion made by Member Copley to accept the SUP with
conditions 6 & 8 for one year, second by Member Reasons. Motion
passed unanimously.
By proper motion, the meeting was adjourned at 10:40 A.M.

SUBJECT: SDG&E Special Use Permit
The following are revised conditions for SDG&E's SUP for an annual dredging
operations in the outer lagoon:
6. The City shall reserve the authority to review and approve the timing of the
dredging operation consistent with the time limits outlined in other permits.
The Citv/s review and approval shall not be unreasonably withheld.
8. Upon receipt of the request for approval of a yearly dredging operation, City
staff shall refer the request to the Beach Erosion Committee (BEC) for
consideration. The BEC shall evaluate the request and provide a
recommendation on the appropriate location(s) for the deposition of dredged
sand. The determination of sand deposition areas shall be analyzed with regard
to the state of the beach and the need for sand nourishment in certain areas.
The limits of the sand deposition analysis area begins at the northerly City limit
and extends a similar distance south of the outlet jetty.
The applicant shall maintain a dredging operation capable of depositing sand on
the beach for a distance of one mile from the mouth of the lagoon and
consistent to the approved work limits of the applicant's other agency permits.
Where the need for sand, as determined bv the deposition analysis and the
recommendation of the BEC or the Citv. exceeds the limits of the applicant's
other agency permits the applicant and the Citv shall meet to assess the
regulatory and financial impacts of the additional disposal work proposed
outside those limits.
The ultimate disposal location shall be specifically approved by the City
Engineer.

SUBJECT: Location of deposition of dredged sand from SDG&E
Staff met with SDG&E of Friday, January 23rd to discuss the location of the
deposition of sand from this years dredging operation. SDG&E has indicated that they
expecte to dredge approximately 150, 000 cubic yards of material from the outer
lagoon.
In attendance of that meeting was Mr Bill Dyson and Mark Chomyn from SDG&E,
Lloyd Hubbs, Patty Cratty and Steven Jantz from the City and Dr. Sonu from
Tekmarine. Dr. Sonu discussed his assessment of the beach with relation to sand
nourishment and the need to maintain recreational activities.
Staff recommends the following program for the deposition of sand from this years
operation:
1. Place approximately 50,000 cubic yards of sand between the inlet and outlet
jetties. The existing cobbles shall be graded in such a manner as to create a
berm approximately 75 feet from the back of sidewalk on Carlsbad Blvd directly
south of the inlet jetty. The sand material shall be placed behind the berm and
formed in a triangular pattern towards the shoreline (as shown on the attached
exhibit).
2. Placement of the remainder of the sand material (approximately 100,000 cubic
yards) shall be pumped and placed beginning 1000 feet northerly of the inlet
jetty. The existing cobbles shall be graded in such a manner as to create a
berm approximately 75 feet from the Seawall. The berm shall be constructed
northerly and the sand material pump behind the berm until the remainder of
the material is dredge in accordance with this operation.
