CALL TO ORDER:
Chair Copley called the meeting to order at 9:00 a.m.
ROLL CALL:
Present: Members Vigil, Copley, Hall, Jackson, Meyer and Reasons
Absent: Member Williams
APPROVAL OF MINUTES:
By proper motion, the minutes of the meeting held on August 9, 1993 were unanimously
approved as to form.
1. OPPORTUNISTIC SAND: Chair Copley requested future meetings to include the
assigned planner involved in the EIR. Staff member Frank Jimeno distributed to the
Committee a copy of a letter to David Zoutendyk of the Army Corps requesting a meeting
with all the permitting agencies on Thursday, September 30, 1993. The purpose of the
meeting is to present the proposed Opportunistic Sand Program in an effort to identiy
regulatory agency concerns and to request streamlining the permitting process.
By duly seconded motion the Committee would like the Mayor to draft a letter to LCDR
Migliori of the Marine Corps regarding removing storm driven silt and sand recently
deposited in the Santa Margarita River making 375,000 cubic yards of material available.
2. ARMY CORPS OFFSHORE STUDY: Doug Chitwood of the Army Corps of Engineers
gave a pictorial presentation to the Committee on the preliminary results of the Offshore
Reconnaissance Study. Copies of the view-graphs are an attachment of these minutes.
They are considered "draff as there will be revisions based on road damages not
included. Dr. Kadib and Art Shak stressed that Army Corps regulations are to base their
findings on physical damages: flooding, structural and landscape and not economical
losses such as damage to real estate, less tourism/jobs, etc. The Corps will follow-up
with their economist, Wendy Feller for further information.
The Committee was interested in helping any way possible. Art suggested any pictures
available of damage would prove helpful.
The next step is for the Corps to write a RRC letter by the end of January. This letter
should include solutions.
The Corps will present their updated findings to the San Francisco office on October 5,
1993. The purpose of that meeting will be to be in agreement on problems and
consequences. Councilwoman Kulchin asked for an Agenda prior to the meeting with the
Corps recommendation.
3. KELP BED MITIGATION PROGRAM: Staff member Steve Jantz distributed a copy
of a draft letter to Peter Douglas of the Coastal Commission from the Mayor. Discussion
followed and minor revisions requested.

4. SHORELINE EROSION COMMITTEE UPDATE: Staff member Steve Jantz briefed
the Committee on the September 2,1993 Shoreline Erosion Meeting held at SANDAG and
passed out a memo dated 9/9/93 summarizing the key points.
An important point was a letter Sandag received from the Marine Corps regarding a
project which would remove storm driven silt and sand recently deposited in the Santa
Margarita River making 375,000 cubic yards of material available.
5. OLD BUSINESS/NEW BUSINESS:
By duly seconded motion, the Committee agreed to have the next meeting on October
12, 1993 if SDG&E has significant data regarding their dredging schedule. If not the
October meeting will be canceled.
Steve distributed a memo from John Cahill regarding the status the Batiquitos Lagoon
Enhancement Project. A key point on this memo was the benefit of approximately 3
million cubic yards of beach quality dredge material onto Carlsbad's beaches. By duly
seconded motion the Committee would like to draft a letter from the Mayor regarding
beach nourishment.
6. PUBLIC COMMENT: None
ADJOURNMENT
By proper motion, the meeting was adjourned at 11:00 a.m. to the regular meeting on Tuesday,
October 12, 1993 at the Housing and Redevelopment Office.
