HomeMy WebLinkAbout1993-11-08; Beach Preservation Committee; MinutesMinutes of: Beach Erosion Committee Date of Meeting: November 08, 1993 Time of Meeting: 9:00 a.m. CALL TO ORDER: Chair Copley called the meeting to order at 9:02 a.m. ROLL CALL: Present: Members Vigil, Hall, Jackson, Meyer and Copley Absent: Member Reasons and Williams APPROVAL OF MINUTES: By proper motion, the minutes of the meeting held on October 12, 1993 were unanimously approved and amended as follows: Agenda item No. 1 SDG&E - Including the duly seconded motion requesting SDG&E to amend their budget with Public Utilities Commission to include additional funding for the permits required to deposit sand north of Oak Street. After discussion, the Committee approved an amendment to this motion as follows: To take no further action and refer this issue to staff for investigation and to report findings back to the Committee. Agenda item No. 3 San Onofre Kelp Bed Mitigation Program - Dr. Sonu stated " There is no harm in continuing the kelp bed study but that there is no apparent benefit of kelp in reducing wave energies. 1. SDG&E; Mark Chomyn, Bill Dyson and Paul O'Neal of SDG&E gave a final presentation of the revised 93/94 Agua Hedionda Lagoon Dredging Operation. Key issues were: a later start date to be compensated with a double shift, quantities of sand to be dredged and deposition location. By duly seconded motion the Committee approved the revised 93/94 Agua Hedionda Lagoon Dredging Operation. The Committee also recommended that staff transmit this years program to the City Council. 2. OPPORTUNISTIC SAND: Staff member Jantz provided a status of the City's Opportunistic Sand Program. Staff will follow-up with the scheduling of a joint meeting of the Regional Water Quality Control Board. Staff member Jantz also provided a presentation on the proposed Santa Margarita River dredging operation by the U.S. Marine Corps. The Marines have received Coastal Commission staff concurrence based on the assurances that a plan will be developed which disposes of the dredged material on the local beaches by the June, 1994 deadline. A meeting has been scheduled for November 15,1993 with Sandag, Coastal Commission, Army Corp and representatives from North County coastal communities. ARMY RECON STUDY: Staff member Jantz provided a summary of a meeting held at the Army Corps Office in Los Angeles on October 25, 1993. The Committee discussed the alternatives structures that the Army Corp is currently considering. (Handout provided). 4. OLD BUSINESS/NEW BUSINESS: None 5. PUBLIC COMMENT: None ADJOURNMENT By proper motion, the meeting was adjourned at 10:15 a.m. to the regular meeting on Monday, December 13, 1993 at the Housing and Redevelopment Office.
