HomeMy WebLinkAbout1994-01-10; Beach Preservation Committee; MinutesMinutes of: Beach Erosion Committee Date of Meeting: January 10, 1994 Time of Meeting: 9:00 a.m. CALL TO ORDER: Chair Copley called the meeting to order at 9:00 a.m. ROLL CALL: Present: Members Vigil, Hall, Jackson, Williams, Reasons, Meyer and Copley Absent: APPROVAL OF MINUTES: By proper motion, the minutes of the meeting held on December 13, 1993 were unanimously approved. 1. OPPORTUNISTIC SAND: Staff member Steve Jantz provided the Committee a status of the U.S. Marine Corps dredging operation on the Santa Margarita River. A contract was awarded to the LADD Construction Company and the dredging was to begin on December 15, 1993. There was a concern regarding permits from the regulatory agencies with the depositing of the dredge material on Oceanside's beaches. A meeting was set with SANDAG, Oceanside City Engineer, Regional Water Quality Control Board and the U.S. Marines Corps to work out the issues regarding the permits. Staff will provide the Committee an update at the February meeting. Staff member Steve Jantz provided the Committee a brief summary of the meeting that was held with the City, Member Hall and staff from the Regional Water Quality Control Board. Staff with proceed with the development of the Opportunistic Sand Program. 2. LOCAL COASTAL PROGRAM Robert Green of the Planning Department gave a presentation of the Local Costal Program to the Committee. Key points were its long history and that Planning Department is very close to completion. The next step will be to have the Planning Commission, City Council and the State certify the final regulations. This will give the City authority to issue permits. Jim Haggaman was also a guest who informed the Committee of the long standing history on development of existing Local Coastal Program. 3. COASTAL COMMISSION SAND MITIGATION FEE The Committee discussed Coastal Commission's Sand Mitigation Fee Program. Dr. Sonu was requested and also provided his technical comments regarding the methodology and applicability of this proposed program. After discussion, the Committee made a duly seconded motion to recommending that the Mayor send a letter to Executive Director of the Coastal Commission Beach Erosion Committee Date of Meeting: January 10, 1994 Time of Meeting: 9fOO a.m. Page 2 opposing the proposed Sand Mitigation Fee based on technical, legal and fairness issues. The Committee also agreed that a fee system is appropriate, however, such fee system should regional and equitable in nature. Another motion was dully seconded directing the Chair of the Committee to send a letter to the Shoreline Erosion Committee outlining the Beach Erosion Committee's comments on the proposed Sand Mitigation Fee Program. Mr. Mario Monroy, stated that this an opportunity for the Beach Erosion Committee and the City Council to bring to SANDAG via the Shoreline Erosion Committee the regional issues, such as the Oceanside Harbor and damming of San Luis Rey River and Santa Margarita Rivers that affect loss of sand that are not related to property owners. 4. 1994 GOALS AND OBJECTIVES The Committee made a unanimous motion to approve the 1994 Goals and Objectives and forward to the City Council. 5. OLD BUSINESS/NEW BUSINESS None. 6. PUBLIC COMMENT ADJOURNMENT By proper motion, the meeting was adjourned at 11:00 a.m. to a regular meeting held on Thursday, February 10, 1994 to accommodate schedules to be held at the Housing and Redevelopment Office at 9:00 A.M.
