HomeMy WebLinkAbout1994-02-10; Beach Preservation Committee; MinutesMinutes of: Beach Erosion Committee Date of Meeting: February 10, 1994 Time of Meeting: 9:00 a.m. CALL TO ORDER: Vice Chair Hall called the meeting to order at 9:02 a.m. ROLL CALL: Present: Members Vigil, Hall, Jackson, and Meyer Absent: Chair Copley, Members Reasons and Williams APPROVAL OF MINUTES: By proper motion, the minutes of the meeting held on January 10, 1994 were approved. 1. OPPORTUNISTIC SAND: Staff member Steve Jantz provided the Committee a status of the U.S. Marine Corps dredging operation on the Santa Margarita River. The Marines and the City of Oceanside are trying to secure the appropriate regulatory permits for disposal on Oceanside beaches. The City of Encinitas is also interested in trucking sand to Moonlight Beach. Ladd Construction has already dredged approximately 250,000 cubic yards with an estimated additional 75,000 cubic yards to be dredged. The contractor is pursuing viable markets to sell some of the material to offset the costs of trucking the sand to the beach. Staff will provide an update at the March meeting. Staff member Steve Jantz provided the Committee a brief status of the City's Opportunistic Sand Program. The program currently proposes four sites, staff is recommending that we focus on the following two sites: Buena Vista Lagoon and direct disposal across the street from SDG&E. Staff members Steve Jantz and Uoyd Hubbs are preparing a strategy for the completion of this program. 2. ARMY CORPS RECONNAISSANCE STUDY: Doug Chitwood and Steve Fine of the Army Corps provided the Committee with a copy and summary of the Final Reconnaissance Study. After discussion, Uoyd Hubbs stated that staff needs to review and process the recommendations through City Management. Staff will be preparing a summary report to be presented at the March BEC meeting. Staff will be requesting the EEC's recommendation to be presented to the City Council. Councilmember Ramona Finnila made a suggestion that a Public Workshop might be in order to inform the public on the Army Corps Reconnaissance Study final recommendations. 3. SHORELINE EROSION COMMITTEE: Committee member Don Jackson provided the Committee a summary of the Shoreline Erosion Committee meeting of February 9, 1994. Key points were: Coastal Commission Sand Mitigation Fee Program, Opportunistic Sand Sources, Coastal Barrier Reef Act and the Santa Margarita River Dredge Operation. OLD BUSINESS/NEW BUSINESS - Coastal Commission Sand Mitigation Fee - Staff member Steve Jantz distributed to the Committee copies of two letters that were a follow-up of January motions: One was to Peter Douglas, Executive Director of the Coastal Commission and signed by the Mayor stating the BEC concerns. The second letter was to Ann Kulchin, Shoreline Erosion Committee Chair, from BEC Committee Chair Copley. Vice Chair Hall requested an update of the SDG&E budget process through the Public Utilities Commission. Staff will provide information at the March BEC meeting. 5. PUBLIC COMMENT - None ADJOURNMENT By proper motion, the meeting was adjourned at 1 1 :03 a.m. to the regular meeting on Monday, March 14, 1994 at the Housing and Redevelopment Office at 9:00 A.M.
