CALL TO ORDER:
Chair Copley called the meeting to order at 9:02 a.m.
ROLL CALL:
Present: Members Vigil, Hall, Jackson, Reasons, Meyer, Copley and Williams
Absent: None
APPROVAL OF MINUTES:
By proper motion, the minutes of the meeting held on March 14, 1994 were approved.
1. BATIQUITOS LAGOON UPDATE: Assistant Planning Director Gary Wayne provided
a status of the Batiquitos Lagoon Enhancement Project. Key facts were: construction
bids have been opened and the sub-contractor for the dredging portion will be SDG&E.
The lagoon will ultimately be a "tidal" lagoon. The mouth of the lagoon will remain open
to ocean influences. The nesting sites will be graded in the first phase and the remainder
of the dredge material will be placed north of the state campground. The dredging
operation will only take place outside of the rainy season due to impacts of migratory bird
nesting. This project is expected to take three years.
2. OPPORTUNISTIC SAND: Staff member Jantz provided a status on the Santa
Margarita River dredging operation. This item was discussed at last week's Shoreline
Erosion Committee meeting. The City of Oceanside and the Marines have secured all
their regulatory agency permits, to start depositing sand on the beach. They are
negotiating with a couple of different contractors to get the best deal for the City to bring
sand to the beach. The anticipated time-frame is 30-60 days.
Staff member Jantz provided a status on the City's Opportunistic Sand program. Trying
to get our permits is going to be a very timely process. The Engineering Department
budget will allow for us to hire a consultant to process our permits. This will speed up
the process as staff has been busy. Steve passed out a handout to the Committee for
comments with a criteria to assist in the development of a scope of work.
3. ARMY CORPS RECON STUDY: Staff member Steve Jantz presented a brief summary
on Oceanside's Recon Study to the Committee. The Oceanside Recon Study has been
completed and Carlsbad staff has requested copies of the final document for distribution
to the Committee. The study concluded that there is Federal interest in a number of
alternatives included in the report. Alternative six recommends the inclusion of Carlsbad's
Reaches one and two into the Oceanside study. Staff will meet with the Army Corps and
the Oceanside representatives to discuss cooperative efforts in completing the Feasibility
Study. Staff will apprise the Committee as this issue develops.

4. SHORELINE EROSION COMMITTEE UPDATE: Member Jackson provided a
summary of the April 7, 1994 meeting. The main item of discussion was the Coastal
Commission proposed Sand Mitigation Fee. The Committee requested that Steve Sachs
from SAN DAG and a representative from the Coastal Commission attend the next Beach
Erosion Committee meeting. The main concern of the Committee was the development
of the fee and the implications of these types of programs/projects adjacent to the beach.
5. OLD BUSINESS/NEW BUSINESS: The Committee requested staff to investigate the
proposal to ask the Council to allocate the money spent on Tamarack Beach parking fees
to support future Beach Nourishment programs.
