HomeMy WebLinkAbout1994-06-13; Beach Preservation Committee; MinutesMinutes of: Beach Erosion Committee Date of Meeting: June 13, 1994 Time of Meeting: 9:00 a.m. CALL TO ORDER: Chair Copley called the meeting to order at 9:00 a.m. ROLL CALL: Present: Members Vigil, Hall, Jackson, Meyer, Reasons, Williams and Chair Copley Absent: None APPROVAL OF MINUTES: By proper motion, the minutes of the meeting held on June 13,1994 were approved. 1. PRESENTATION TO COMMITTEE MEMBER VIGIL: Staff member Jantz presented a placque to Member Sally Vigil for 8 years of dedicated service on the Beach Erosion Committee. Members and staff all wish Sally the "best*. 2. ARMY CORPS RECON STUDY: Staff member Jantz provided a status of both the Oceanside and Carlsbad Reconnaissance Studies. Staffs of both Oceanside and Carlsbad have been evaluating the recommendations within each report and have been together to develop an equitable cost sharing arrangement. Carlsbad staff has also apprised the City Manager of the implications of continuing through the Feasibility stage of the entire Federal program. The Committee raised concerns regarding: 1. The actual benefits derived from the recommended project. 2. A commitment to deposit the dredged material from the Agua Hedionda Lagoon as routine beach nourishment. 3. The additional yearly maintenance cost that will be incurred. Staff will be bringing this issue forward to the Council with the Committee's recommendation in the near future. 3. OPPORTUNISTIC SAND: Staff member Jantz provided a status on the City's Opportunistic Sand program. Mr. Jantz distributed a copy of a "draff RFP to the Committee for comments. Staff is investigating various funding sources. City staff recently met with representatives of Boating and Waterways to discuss viable funding opportunities through their agency. Staff will continue to pursue any available funds to assist in the development of this program. 4. SDG&E DREDGING OPERATION: Staff member Jantz provided a status of last years dredging operation within the Agua Hedionda Lagoon. Staff requested a report from SDG&E but this report was not available for the BEG meeting. Staff will provide a summary of the amounts of sand dredged and the areas of deposition. The Committee raised comments regarding the amount of material that was promised and the actual-amounts deposited. The Committee requested that a representative from SDG&E attend the next meeting and discuss their 1994/95 dredging plans. The Committee was also concerned about the implied promised of more beach quality material and inexcusable explanations about lack of time to complete the project. SHORELINE EROSION COMMITTEE: Staff member Jantz gave a report of the June 2, 1994 Shoreline Erosion Committee meeting. Items of interest were: o Coastal Sand Mitigation Fee - The Shoreline Erosion Committee heard and considered the comments by the Carlsbad Beach Erosion Committee relative to the Coastal Commission's methodology supporting their Sand Mitigation Fee. No Committee action was taken. o Staff provided a summary of the active dredging operations in the San Diego Bay. Approximately 3M cubic yards of sand material win be placed adjacent to beach south of Coronado. ~ 6. OLD BUSINESS/NEW BUSINESS: NEW BUSINESS: Member Vigil asked about the status of the City's Local Coastal Program and the Fish Hatchery project. Staff member Jantz will report on these two subjects at the July meeting. OLD BUSINESS: The Committee made the suggestion of enlisting youth offenders or from such groups as the Conservation Corp to help with the maintenance of Carlsbad Boulevard by removing wind blown sand from the medians and placing that material back on the beach. 7. PUBLIC COMMENT: NONE ADJOURNMENT By proper motion, the meeting was adjourned at 10:30 a.m. to the regular meeting on Monday, July 11, 1994 at the Housing and Redevelopment Office at 9:00 A.M.
