CALL TO ORDER:
Chair Copley called the meeting to order at 9:00 a.m.
ROLL CALL:
Present: Members Hall, Jackson, Meyer, Reasons, Chair Copley
Absent: Member Williams
APPROVAL OF MINUTES:
By proper motion, the minutes of the meeting held on June 13, 1994 were approved.
1. NOMINATIONS FOR CHAIR AND VICE-CHAIR: The Committee, by proper motion and
second, approved Committee Member Hall for Chair and Committee Member Williams
as Vice-Chair of the BEC for 1994/95.
2. ARMY CORPS RECON STUDY: Staff member Jantz provided a copy as well as a
status of a draft Council Agenda Item regarding the Carlsbad Reconnaissance Study.
The Committee discussed the recommendation included within the report which
proposed to abandon the Army Corp Feasibility Study process and pursue alternative
funding for the construction of the seawall project and a supplemental beach
nourishment program (ie. Opportunistic Sand Program).
The Committee was concerned about the related long term obligations with the
requirement to provide public access and lifeguards on Reach 1. The Committee was
also questioning the incurred liability of the City in providing recreational amenities
along private beach frontages. The Committee also considered the benefits of its
current beach profile program and asked if it would be better to spend the budgeted
money on an active beach nourishment program but to leave adequate funds for
periodic consulting services.
The Committee, by proper motion, recommended that the Council abandon the Army
Corp process and provide funds necessary to construct the seawall project as a Capital
Improvement program and to also fund the development of an Opportunistic Sand
Program.
3. OPPORTUNISTIC SAND: Staff member Jantz provided a status on the City's
Opportunistic Sand program. The final Request for Proposal has been completed and
is being prepared to be sent out. A funding recommendation to support this effort is
included within the Agenda Bill relative to the Carlsbad Reconnaissance Study. Staff
is also pursuing funding from State Boating and Waterways.
4. SHORELINE EROSION COMMITTEE: Committee member Jackson provided a report
of the June 28, 1994 Shoreline Erosion Committee meeting. Mr. Jackson discussed
the Navy's proposed dredging of the San Diego bay and the deepening of the channel
to accommodate Nimitz Class Carriers. The Navy will be investigating possible
disposal sites for approximately 12 million cubic yards of beach quality sand material.
One of those sites encompasses the northern portion of the Carlsbad coastline.

5. OLD BUSINESS/NEW BUSINESS:
NEW BUSINESS: The Committee suggested that SDG&E attend the August
BEC meeting and provide a brief presentation regarding this years Agua
Hedionda Lagoon dredging program. The Committee is also interested in the
status of SDG&E plans to dredge the inner and middle portions of the Agua
Hedionda Lagoon.
OLD BUSINESS: None
6. PUBLIC COMMENT: NONE

By proper motion, the meeting was adjourned at 10:30 a.m. to the.regular meeting on
Monday, August 8, 1994 at the Housing and Redevelopment Office at 9:00 A.M.

The attached information was handed out at the Shoreline Erosion Committee meeting
last week. The info relates to a future dredging operation by the Navy within San
Diego Bay. The purpose of the dredging operation is to lower the channel to
accommodate Nimitz Class Carriers.
Don Jackson will talk about this issue in more detail during his summary of the
Shoreline Erosion Committee meeting.
